Decision of the Standing Committee of Changsha Municipal People's Congress on Amending the Measures for the Administration of City Appearance and Environmental Sanitation in Changsha (2005)

One chapter is added as the second chapter: "Responsibility of city appearance and environmental sanitation." 2. One paragraph is added as the first paragraph of Article 6: "The competent administrative department of city appearance and environmental sanitation shall strengthen team building, standardize supervision and inspection, enforce the law fairly and civilly, and implement the responsibility system for administrative law enforcement and the fault investigation system." Three. One article is added as Article 7: "The system of responsible areas shall be implemented in the work of city appearance and environmental sanitation. The city appearance and environmental sanitation responsibility area refers to buildings, facilities and places owned, used and managed by relevant units or individuals and their regions within a certain range. " Article 15 is amended as Article 8: "The owners of buildings, facilities and places are responsible persons for city appearance and environmental sanitation, and the responsible persons are generally determined in accordance with the following provisions:

(a) roads, underground passages, public squares, public green spaces, public toilets and other urban public areas, by the city appearance and environmental sanitation and other professional units responsible for;

(two) streets, residential areas, by the street office or the town people's government is responsible for the implementation of property management, the property management unit is responsible for;

(three) shopping malls, supermarkets, bazaars, exhibition venues, hotels, restaurants and other places, by the management unit;

(four) the facilities and management scope of airports, stations, parking lots and bus stations shall be the responsibility of the business management units;

(5) The management unit shall be responsible for crossing urban roads, bridges, ancillary facilities of urban roads and public facilities such as electricity, telecommunications, postal services, water supply and gas supply;

(six) the waters and coastline of the user unit shall be responsible for the use of the unit, and other public waters and coastline shall be responsible for the professional units of city appearance and environmental sanitation;

(seven) the construction project construction site by the construction unit and the construction unit is responsible for;

(eight) parks, scenic spots and public places such as culture, sports and entertainment are in charge of the management unit;

(nine) industrial parks, development zones, by the management unit;

(ten) the administrative areas of organs, organizations, troops and other enterprises and institutions shall be in charge of this unit.

If the owner, manager and user have an agreement on the responsibility of city appearance and environmental sanitation, such agreement shall prevail.

If the person in charge of the city appearance and environmental sanitation responsibility area is not clear, it shall be determined by the administrative department of city appearance and environmental sanitation and informed in writing. V. Article 16 is amended as Article 9: "Responsibility requirements of the city appearance and environmental sanitation responsibility area:

(a) to keep the city clean and tidy, and shall not set up stalls, set up, post, scribble, depict, hang and pile up without authorization;

(two) keep the environment clean and tidy, no bare garbage, feces, sewage, stains, muck, mosquitoes and flies breeding ground;

(three) to keep the facilities, equipment and green space in the area of responsibility clean and tidy.

If the responsible person fails to perform the above responsibilities in time, he shall entrust others or professional units of city appearance and environmental sanitation to perform them on his behalf. 6. One article is added as Article 10: "The specific scope and responsibility requirements of the city appearance and environmental sanitation responsibility area shall be informed in writing by the city appearance and environmental sanitation administrative department to the responsible person.

The person in charge of the city appearance and environmental sanitation responsibility area shall do a good job in the city appearance and environmental sanitation work in the area of responsibility, and shall stop and report the acts that damage the city appearance and environmental sanitation in the area of responsibility in time.

The administrative department of city appearance and environmental sanitation shall conduct daily inspections on the area of responsibility for city appearance and environmental sanitation, handle the demolition report in time, and feed back the handling situation. 7. The first paragraph of Article 7 and Article 8 is amended as Article 11: "The Municipal People's Government shall, in accordance with the relevant provisions of the state, formulate the city appearance regulations of this Municipality.

The appearance of urban buildings (structures), public facilities, green spaces, urban road systems, urban lighting and outdoor advertisements, signboards, etc. Should comply with the provisions of the city appearance. 8. Paragraphs 2 and 3 of Article 8 are amended as Article 12: "Buildings (structures) and facilities along the street shall be cleaned and painted regularly to keep them clean, beautiful and in good condition.

In the balconies and windows of buildings facing the street on urban primary and secondary roads, no articles that hinder the appearance of the city shall be piled up or hung.

Scaffolding, sunshade (rain) cloth and canopy set on both sides of urban primary and secondary roads should be beautiful, clean and firm, and damaged ones should be replaced or maintained in time. 9. The first paragraph of Article 9 is amended as the first paragraph of Article 13: "Posting columns, advertising columns (signs), publicity columns (paintings), galleries, placards, signboards, street signs, windows, neon lights, etc. It should be cleaned, painted and replaced regularly, and damaged or outdated content should be repaired or removed in time. " 10. Article 12 is amended as Article 16: "All kinds of vehicles running on urban roads shall keep their vehicle capacity clean and tidy.

Vehicle loading equipment for transporting fluids, bulk goods, garbage and feces shall be intact and properly loaded, and shall be sealed, bandaged and covered during transportation, and shall not be scattered or flying along the way. 1 1. Article 13 is amended as Article 17: "No unit or individual may pile materials, build buildings or other facilities on both sides of streets and public places. Due to the needs of construction, temporary stacking of materials and erection of non-permanent buildings (structures) or other facilities on both sides of streets and public places must be approved by the administrative department of city appearance and environmental sanitation of the people's government of the city or county (city), and the examination and approval procedures shall be handled in accordance with the relevant provisions.

Motor vehicles should be parked at designated locations, and non-motor vehicles should be parked in open spaces in an orderly manner. "
