Legal basis of property start-up expenses in Yunnan Province

Before the new residential property is delivered for use, the development and construction unit shall, in accordance with the law, select a realty service enterprise through bidding or agreement to provide prophase realty service, and the prophase realty service charges shall be subject to government-guided prices. City price departments, housing and urban and rural construction departments to develop the main city property service charges and announced to the public.

Houses (except villas) guided by the government charge property service fees. Property services include comprehensive management, maintenance of facilities and equipment, cleaning and sanitation, landscaping, and maintenance of public order. Each type of property service is divided into five grades. Property service charges are determined according to different service requirements, contents and facilities, and according to the corresponding service categories and grades.

For property service projects with a total construction area of over 800,000 square meters (including 800,000 square meters), the property service charges shall be filed in the municipal price department. After filing, send a copy to the municipal housing and urban-rural construction department. The municipal price department shall report the statistics of property service charges filed in the last year of the city to the provincial price department in the second quarter of each year. Property services projects with a total construction area of less than 800,000 square meters (excluding 800,000 square meters) shall be filed with the local competent price department, and copied to the district housing and urban-rural construction department after filing. The district price department shall, in the first quarter of each year, report the statistics of property service charges filed in the previous year to the municipal price department.
