Article 1: These Measures are formulated in order to further standardize the management of electricity consumption of students in Nanhu Campus, clarify the attributes, standards and settlement methods of electricity consumption of all kinds of students, and ensure the normal electricity consumption of students.
Article 2 These Measures are applicable to undergraduates, postgraduates, international students, entrusted students and full-time student counselors (except counselors) who need to stay in the student apartment of Nanhu Campus according to the school plan and pay the accommodation fee to the school according to the regulations. According to other special circumstances required by the school work, these measures shall be implemented.
Article 3: The specific implementation and operation of these Measures are mainly undertaken by the operators of intelligent metering system in student apartments designated by relevant property companies and confirmed by the Logistics Management Office (hereinafter referred to as "operators"), and the implementation basis is the written instructions issued by the Logistics Management Office.
Article 4: The written instructions executed by the operator include the following two forms:
1, "Nanhu campus × apartment × explanation of students' electricity consumption in the first semester of the school year". This instruction is applicable to freshmen who live in batches and old students who have gone through the accommodation formalities (including undergraduates, graduate students and international students) to input basic electricity by semester;
2. The check-in/check-out notice issued by the Housing Management Section of the Logistics Management Office, and the third notice for handling the electricity utilization formalities. This instruction is applicable to the entry and settlement of basic electricity charges for all kinds of students when they check in or check out.
Operators should indicate the amount of electricity invested or written off in the "tripartite report" as the basis of monthly report, and make summary registration at the same time; Monthly report, and the "third" to the logistics management office.
Article 5: Freshmen (including undergraduates, postgraduates and international students) who report for centralized residence every year, as well as old students (including undergraduates, postgraduates and international students) who have gone through the accommodation formalities, the basic electricity consumption standard and input time of the system shall be conducted once every semester in accordance with the Measures for Intelligent Metering System and Hydropower Management of Nanhu Student Apartment (undergraduates and postgraduates each 140 degrees, except for a few public international students).
Article 6: For undergraduates, postgraduates, repeat students or students transferred from Wenchang Campus who live in scattered places (not during the centralized registration period of freshmen every year), operators shall handle the electricity utilization procedures according to the Notice of Check-in/Check-out, the Notice of the Third Electricity Utilization Procedures and these Measures; The basic electricity fee is calculated from the date of check-in to the next transmission day (if I can provide proof that the financial department paid the accommodation fee this semester, the basic electricity fee can be calculated according to the standard of one semester).
Article 7: For students who really need to transfer between different apartments due to professional adjustment, the operator shall go through the electricity transfer formalities in accordance with Article 3 of the Notice on Handling Electricity Use Procedures:
1. The operator who moves out of the apartment is responsible for the settlement of the surplus electricity of the transferred students (the surplus electricity on the settlement date of moving out of the dormitory divided by the number of dormitory people), and issues a certificate of surplus electricity carry-over to the operator who moves into the apartment;
2. The operator who moves into the apartment is responsible for inputting the translation power of the transfer students into the intelligent system of Ben apartment according to the certificate of surplus power carried forward issued by the operator who moves out of the apartment.
Article 8: Counselors should be responsible for their own utilities. Counselors use electricity when they buy it. If the purchased electricity runs out and is not purchased in time, the system will automatically cut off power. The property management company checks the water meter regularly (2 ~ 3 months), and the counselor pays the water fee according to the reading of the water meter and the residents' water price. The lecturer's water fee is charged by the operator.
Article 9: Advanced students and interns shall take care of their own utilities. If there are other requirements in the check-in/check-out notice, it shall be handled as required; Water and electricity without other requirements or needs shall be treated as follows:
1, electricity is purchased before use. If the purchased electricity is not purchased in time, the system will automatically cut off power;
2. According to the month of trainees' training and further study, the water fee for the whole training and further study period shall be charged at one time according to the standard of 4 tons of water per month and the residents' water price. In principle, the water meter shall not be checked separately on a monthly basis.
Article 10: Other circumstances. In view of the particularity of the use and management of student apartments, other accommodation needs are not considered in principle except for the above situations. Due to the needs of school work or other special circumstances with the consent of the leaders, according to the following principles:
1. Temporary accommodation for new parents: the department responsible for receiving accommodation (logistics group or Changhu Property, etc.). ) will settle accounts with the school and pay the water and electricity bills used by the new parents. The price of water and electricity is the same as that of the unit user.
2. Undertaking temporary accommodation for officers and men of military training units: The Armed Forces Department of the education department is responsible for settling accounts with the school and paying the water and electricity fees for officers and men of training units during their accommodation. The price of water and electricity is the same as that of residential users.
3. Students who take the postgraduate entrance examination or need to postpone leaving school or staying because of the special needs of the college: buy the electricity before using it. If the purchased electricity runs out, the system will automatically cut off the electricity; According to the students' stay time (in months), according to the standard of 4 tons of water and the residents' water price, the water fee for the whole stay period is charged once a month. Article 11: Students drop out of school. There are two kinds of student dropouts: graduation dropouts and decentralized dropouts. The disposal method is:
1, graduates check out. According to the special notice issued by the school every year before the students graduate, the hotel should be retired and the electricity should be disposed of.
2. retreat. Refers to students who drop out of school because of abnormal graduation. Mainly refers to the students who have gone through the formalities of suspension and withdrawal from school in the Academic Affairs Office. Disposal method: The operator handles it according to the third copy of Check-in/Check-out Notice held by students who have dropped out of school: the total remaining electricity in the dormitory is divided by the actual number of people in the room, and the electricity is cancelled.
Article 12 These Measures shall be interpreted by the Logistics Management Office and shall be implemented as of 2009.
