In order to ensure the safety of the state, collective property and citizens' lives and property, maintain social public order, actively promote environmental control affecting extreme weather such as smog, keep the city appearance and environment clean and tidy, and promote social harmony, according to the relevant provisions of the State Council's Regulations on the Safety Management of Fireworks and Firecrackers, Zhejiang's Measures for the Safety Management of Fireworks and Firecrackers and Ningbo's Regulations on the Safety Management of Fireworks and Firecrackers, and in combination with the actual situation of our city, the municipal government decided to comprehensively ban and restrict sales in relevant regions and time periods. In order to ensure the smooth progress of the work of prohibiting and restricting the sale of fireworks and firecrackers, this implementation opinion is formulated, please implement it carefully.

I. Work objectives

Prohibit and restrict the sale of fireworks and firecrackers, put publicity and education in place, and form a working atmosphere in which the whole society participates; The public's awareness of prohibiting and restricting the sale and discharge of fireworks and firecrackers has been continuously improved, making the work of "releasing less and not releasing" fireworks and firecrackers a daily code of conduct for citizens; The management mechanism of fireworks and firecrackers is sound, the management measures are implemented, the responsibilities of various functional departments and streets are clear, and their functions are effectively played; The daily management of fireworks and firecrackers is standardized, and illegal transportation, storage and sales are effectively curbed; The illegal discharge of fireworks and firecrackers was significantly reduced.

Two, prohibit and restrict the sale of discharge area and time.

(a) the area where the sale of fireworks and firecrackers is prohibited in this Municipality.

(2) Areas where sales of fireworks and firecrackers are restricted.

Tan Jialing Road-Liangzhou Line-North Ring Road-Dahuan Road-Yuemei Road-Wang Hu Road-Junjun Road-Zi Ling Road-Chengdong Road-Tan Jialing Road, these roads are connected to form a closed area. Other areas are not included in the restricted sales and fireworks area.

(three) the time allowed to sell fireworks and firecrackers in restricted areas.

(3) Strengthen law enforcement to ensure effective results. All functional departments should work together to carry out comprehensive law enforcement under the unified leadership of the leading group for prohibiting and restricting the sale of fireworks and firecrackers in the city to ensure the effectiveness of the work.
