Is it legal to charge parking fees for residential roads?

Legal analysis: Although it is not explicitly stipulated that the property can charge parking fees, at present, most properties are entrusted by developers, industry committees and owners, or there is actually a management service relationship, so it is legal for the property to charge parking fees to the owners. If it is a ground parking space, the owners' committee has this right. Owners can decide whether some public places in the community can be parked, whether parking should be charged, the ownership of income, whether parking should be charged by owners who have not purchased parking spaces, etc., and can formulate management regulations.

Legal basis: The ownership of the parking spaces and garages planned for parking cars in Article 275 of the Civil Law of People's Republic of China (PRC) shall be agreed upon by the parties through sale, gift or lease. Parking spaces that occupy roads or other venues owned by the owner for parking cars shall be owned by the owner.
