Jilin Provincial Construction Department has internal institutions.

According to the above responsibilities, the Provincial Construction Department has 12 functional offices (rooms):

(1) office

(5) Construction Management Office (Standard Quota Management Office)

Guide the province's construction activities; Guide and standardize the construction market in the whole province, formulate rules and regulations to regulate the market behavior of all parties in the construction market, as well as project bidding, construction supervision, construction safety production, construction project quality, contract management and project risk management, and supervise the implementation; To guide the interior decoration of residential buildings after completion; Organize or participate in the investigation and handling of major engineering quality and safety accidents; Organize and coordinate construction enterprises to participate in international project contracting and construction labor cooperation; Formulate guiding pricing quotas for various construction projects; Formulate rules and regulations for project cost management; Supervise and guide the implementation of various project construction quotas; Organize the formulation of industry engineering standards and product standards in charge of the office, and guide the product quality certification; Responsible for the qualification management of construction enterprises, project managers, project bidding agencies, supervision units and testing institutions in the province, and responsible for the qualification management of project supervision personnel in the province; Responsible for the qualification management of the province's engineering cost consulting institutions; Responsible for the management of the qualification of engineering cost professionals in the province.

(6) Survey and Design Office

Formulate the rules and regulations of the whole province's engineering survey and design market and supervise the implementation; Put forward the reform plan, industrial policy and technical policy of engineering construction survey and design consulting industry in the whole province and guide their implementation; Responsible for the qualification management of survey and design consulting industry units; Organize the examination and approval, compilation and promotion of the standard design of engineering construction in the whole province; Responsible for the management of the qualifications of professional and technical personnel in the survey and design consulting industry; Formulating codes for seismic fortification design of various buildings and their ancillary facilities and urban municipal facilities, and supervising their implementation; Guide the development and utilization of urban underground space.

(7) Urban Planning Office

To study and formulate the principles, policies and rules and regulations of the province's urban development strategy and urban planning; Organize the preparation of the province's urban system planning and supervise the implementation; Responsible for the examination and approval of the overall urban planning and county urban system planning assigned by the provincial government, as well as the preparation, examination and reporting of provincial urban system planning; Participate in the review of the overall land use planning; To undertake the examination and approval, protection and supervision of famous historical and cultural cities; To guide the law enforcement and supervision of urban planning; To guide urban planning, urban survey and municipal engineering survey; Responsible for the qualification management of urban planning and design, urban survey and municipal engineering survey units; Responsible for the professional qualification management of urban planning professionals.

(8) Urban construction department

To formulate the development strategy, reform measures and regulations of urban construction and municipal public utilities in the whole province; To guide the work of water supply, water saving, gas, heat, municipal facilities, public transportation, gardens, city appearance and environmental sanitation in the whole province; Responsible for the qualification management of municipal public utilities; To guide the greening work in urban planning areas; Responsible for the examination and approval, protection and supervision of scenic spots and their planning in the province; To guide the biodiversity work in urban planning areas; To guide the development, utilization and protection of groundwater in urban planning areas; Guide the city appearance and environmental management and urban construction supervision.

(9) Village and Town Construction Department

To study and formulate the development strategy and medium-and long-term planning for the construction of villages and towns in the province; Organize the preparation of the overall planning of villages and market towns in the province and supervise the implementation; To be responsible for the compilation and review of the planning of towns and pilot small towns along the main traffic trunk lines, scenic spots and tourist areas in the province; To guide the work of water supply, drainage, gardening and environmental sanitation in villages and towns in the province; To guide the construction and quality supervision and management of various projects in small towns; To guide the management and registration of township property rights in the province; Guide the pilot work of small town construction in the province.

(x) Housing and Real Estate Department (Housing System Reform Office)

Guide and standardize the province's real estate market; Guide the paid transfer, development and utilization of urban land use rights; To study and formulate long-term planning and development strategies, industrial policies and regulations for housing construction and real estate industry in the province, formulate rules and regulations for housing construction, house demolition, real estate development, real estate market, real estate ownership, real estate evaluation and property management, and supervise their implementation; To guide the implementation of housing construction and housing supply policies in the province; Responsible for the qualification management of real estate development enterprises, property management enterprises and social intermediary service institutions in the province; Responsible for the management of the qualifications of professional and technical personnel in real estate appraisal; Guide the reform of urban housing system; Responsible for the policy guidance and supervision of the province's housing provident fund and other housing reform funds.
