3. During the voting period, after the voting ends every day, the government supervisor, the publicized owners' volunteers and the owners' committee personnel shall put the ballot box in the office of the owners' committee and affix a seal on the office door. The next day, the relevant personnel opened the office door lock and seal together and took out the ballot box;

4. The delivered votes, if the owner fails to submit the votes within the specified time, will be incorporated into the voting majority;

5. Multiple selections or alterations shall be deemed invalid, and those not selected shall be deemed to be abstained. Abstaining votes are included in the opinion count of majority votes;

6. For some votes that cannot be delivered for various reasons, they will not be counted as the majority votes already cast.

Article 10 Owners in the same property management area shall, under the guidance of the real estate administrative department of the district or county people's government where the property is located, or the neighborhood offices and township people's governments, set up owners' meetings and elect owners' committees. However, if there is only one owner, or if the number of owners is small and all owners agree unanimously, it is decided not to set up the owners' meeting, and the owners will jointly perform the duties of the owners' meeting and the owners' committee. The decisions of the owners' congress or the owners' committee are binding on the owners.

If the decision made by the owners' congress or the owners' committee infringes on the legitimate rights and interests of the owners, the infringed owners may request the people's court to revoke it.
