Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of the floating population and standardize the service management of the floating population, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the service management activities of floating population within the administrative area of this Municipality. Article 3 The term "floating population" as mentioned in these Regulations refers to people who leave their permanent residence and enter the city and its administrative areas to live across counties (cities, districts), excluding those who live across urban areas in this city. Article 4 The service management of floating population shall follow the principles of legal management, fair treatment, convenient service and reasonable guidance.

The legitimate rights and interests of the floating population are protected by law, and no unit or individual may infringe upon them.

The floating population shall abide by laws, regulations and rules and perform their obligations according to law. Fifth city and county (city, district) people's government is responsible for the management of floating population services.

The people's governments of cities and counties (cities, districts) shall strengthen their leadership in the service management of floating population, incorporate the service management of floating population into the national economic and social development plan, establish a coordination mechanism and responsibility system for the service management of floating population, and include the required funds in the financial budget of the government at the same level. Article 6 Public security organs shall be responsible for the service management of residence registration, residence permit production and issuance of floating population. Housing and construction, education, judicial administration, civil affairs, human resources and social security, health, population and family planning, housing management and other departments shall, in accordance with their respective responsibilities, do a good job in the service management of floating population. Seventh Township People's governments and sub-district offices are responsible for the management of floating population services within their respective jurisdictions, and the floating population service management institutions established according to work needs are specifically responsible for the management of floating population services.

Neighborhood (village) committees shall accept the entrustment of public security organs and other relevant departments to do a good job in the service management of floating population.

Enterprises, institutions and other organizations shall assist the government and its relevant departments to do a good job in the service management of floating population. Article 8 The people's governments of cities and counties (cities, districts) shall establish a floating population service management information system to realize information exchange and sharing among government functional departments.

Any unit or individual shall keep confidential the information of floating population obtained in the process of collection, management and use, and shall not be used for purposes other than statutory duties. Chapter II Residence Management Article 9 The floating population in this Municipality shall implement the residence registration and residence permit management system.

The residence permit is the proof that the floating population lives in the administrative area of this Municipality, and it is the certificate to enjoy relevant treatment and services. Article 10 If a floating population arrives in this city to live for more than 10 days, it shall, within 10 days from the date of arrival, report its residence registration to the local police station with valid identity documents such as its ID card or household registration book.

The floating population shall provide true, accurate and complete information when applying for residence registration. Eleventh floating population in hotels, hotels, hotels, guest houses and other business services, should be registered by the business management unit of the place; The floating population boarding or training in schools and training institutions shall be registered by schools and training institutions; The floating population receiving assistance from relief agencies shall be registered by the relief agencies.

Fourteenth enterprises, individual economic organizations, private non-enterprises and other employers to recruit floating population, the employer shall, within seven working days from the date of recruitment, apply to the local police station for residence registration. If the employer and the floating population dissolve or terminate the labor contract, the employer shall report to the local police station within seven working days from the date of dissolution.

The floating population living in the construction site shall be registered by the construction unit at the local police station. Fifteenth property service enterprises should regularly report to the local police station the basic situation of the floating population in the service area. Article 16 The management institutions of large bazaars and commodity distribution centers shall report the basic information of the floating population to the local police station within seven working days from the date of settlement of the floating population. Seventeenth floating population over the age of 16 who intend to live in this city for more than 30 days shall apply for residence permit at the same time of residence registration. However, the following persons only apply for residence registration and may not apply for residence permits:

(a) to visit relatives, friends, travel, business trips, vacations;

(2) going to school, seeking medical treatment and convalescing;

(3) Other circumstances in which a residence permit is not required according to law. Article 18 The residence permit is valid for five years.

No unit or individual may forge, alter, buy or sell residence permits or use forged or altered residence permits, and may not defraud, impersonate, lease, lend or transfer residence permits.
