Since the beginning of this year, under the correct leadership of the Municipal Party Committee and the Municipal Government, our town has attached great importance to the integration of urban and rural sanitation, adhered to the coordinated development of economic construction and environmental protection, and closely focused on the goal of "all-round coverage, seamless docking, market-oriented operation and integrated management". Qi Xin has made concerted efforts to continuously optimize the ecological environment of the town, which has played a positive role in comprehensively enhancing the image of the town and village and accelerating the construction of beautiful sheep farms. The work is now reported as follows:

First, fully mobilize and deploy to create a good atmosphere of caring for and supporting sanitation.

The first is to strengthen organizational leadership. A leading group for comprehensive environmental improvement in the whole town was established, with the mayor as the team leader and the leaders in charge as the deputy team leader, and the responsible comrades of urban management, housing construction and other departments and the general party branches of all offices as members. Combined with the reality of our town, we have formulated a series of documents, such as "Opinions on Comprehensive Environmental Improvement and Integration of Urban and Rural Sanitation" and "Implementation Plan for Comprehensive Environmental Improvement in Urban and Rural Areas to Promote the Construction of Beautiful Yangzhuang", which further clarified the work tasks and objectives, highlighted the work focus and clarified the work ideas, and provided institutional guarantee for the integration of urban and rural sanitation.

The second is to pay attention to carrier combination. Combining the integration of urban and rural sanitation with "creating seven cities together", with the construction of civilized and happy villages, and with the comprehensive improvement of urban and rural environment has strengthened the coordination and cooperation of propaganda departments, safety supervision squadrons, urban management offices, housing construction offices and environmental protection offices, which has effectively promoted the work.

The third is to do a good job in propaganda and mobilization. Two, improve infrastructure, and gradually realize the goal of urban and rural sanitation integration.

First, strengthen the construction of health infrastructure. It is decided to carry out the construction of 40 integrated demonstration villages of sanitation in the first phase, build 10 standardized demonstration sites along towns and main roads, and simultaneously promote the construction of other village general sites. Demonstration sites and general sites have different standards in site construction and facilities, but their functions, garbage disposal modes and operation mechanisms are the same. At present, the town has built a 1 garbage compression transfer station, equipped with 1 garbage trucks, and regularly removes the garbage from various garbage collection centers. At the village level, six high-standard garbage collection centers have been established, equipped with 65,438+00 battery cars. In advance, 2,300 domestic garbage bins will be provided for 10 demonstration villages, and other villages will be provided gradually in batches.

The second is to do a good job in the construction of sanitation teams. Each village is clear that 1 member of the two committees is responsible for the environmental sanitation management of the village. According to the population size, every 500-800 people are equipped with 1 cleaner. Cleaners are responsible for collecting the garbage generated by each household, cleaning the roads in the village and packing the garbage, ensuring that the garbage enters the bucket and keeping the garbage collection center and garbage containers clean and tidy. At the same time, enrich and strengthen the professional environmental sanitation and cleaning teams in densely populated areas such as towns, markets, schools and hospitals to meet the needs of environmental sanitation and cleaning. The village level is responsible for the daily cleaning expenses and the wages of cleaning staff. Conditional villages can collectively bear all or part of the expenses, or collect them by soliciting villagers' opinions. The total expenses shall not exceed the daily cleaning expenses and the wages of cleaning staff.

Third, straighten out the management system and speed up the integration of urban and rural sanitation.

The first is to guarantee funds. Town and village levels * * * are responsible for the construction of village-level garbage collection centers and the standardization of garbage bin fees; Town * * * undertakes the removal expenses of garbage collection stations in villages; Village level is responsible for purchasing garbage trucks, household trash cans and cleaning tools in the village. Health centers, Yangzhuang Middle School, Yangzhuang No.2 Middle School and Central Primary School are equipped with 1 standardized garbage bins at their own expense.

The second is to clarify responsibilities. In accordance with the principle of compartmentalization and territorial management, each village implements the "Three Guarantees" responsibility system of cleaning garbage in front of farmers' doors, putting garbage into garbage bins, and ensuring that sewage does not overflow, and implements fixed-point and regular collection and removal of garbage in the village to ensure daily collection of garbage.

The third is strict assessment. The town party committee and * * * incorporated the sanitation integration into the target responsibility assessment system of the town, and established the systems of joint meeting, dispatching supervision, supervision and assessment, incentives and rewards. The town supervision department and the office of the leading group for comprehensive improvement carry out joint inspections irregularly every month, and give informed criticism to the responsible unit that fails to complete the task on schedule, and deduct the target assessment score to ensure the formation of a long-term mechanism of "daily inspection, weekly summary, monthly assessment, quarterly observation and annual overall evaluation".

While affirming the achievements, we are also clearly aware of the problems and shortcomings in the integration of urban and rural sanitation, which are mainly manifested in the shortage of garbage bins, transportation vehicles and cleaning personnel, the lack of understanding of some village cadres, and the imperfect management mechanism and responsibility mechanism of urban and rural sanitation work. In the next step, we will, in accordance with the deployment requirements of the Municipal Party Committee and the Municipal Party Committee, take the comprehensive improvement of urban and rural environment as the starting point, comprehensively improve the quality of sanitation and cleaning operations and scientific management level, effectively solve the problems of urban and rural sanitation management, and provide a good living environment for the majority of urban and rural residents. First, vigorously promote the construction of environmental infrastructure. Coordinate the construction land in time, build 1 high-standard garbage transfer station within the year, and purchase 2 new transfer vehicles to ensure the full coverage of village-level garbage bins in the town. The second is to strengthen the comprehensive management of rural environment. During the year, all villages were equipped with full-time cleaners according to the population ratio of 3‰, striving to realize the sanitation integration of 89 villages in the town by the end of the year and make new and greater contributions to the construction of beautiful Tengzhou.

Since the beginning of this year, Dongguo Town has taken the integration of urban and rural sanitation as an important livelihood project to improve the rural living environment in accordance with the unified deployment of urban and rural sanitation work in the city, insisted on taking measures according to local conditions, and set off a wave of comprehensive environmental sanitation improvement activities in the town, striving to realize the integrated development of civilization, ecology, environmental protection and sanitation. The appearance of towns and villages has obviously improved, creating a beautiful, clean and hygienic living environment for the masses.

I. Main practices and experiences

First, strengthen leadership and publicize widely. The Town Party Committee and * * * attached great importance to the integration of urban and rural sanitation, and established a leading group with the mayor as the leader, the mayor in charge as the deputy leader and the heads of relevant departments as members. Do a good job in the construction of sanitation infrastructure, set up 30 large garbage bins on both sides of five main lines, such as Tengping Road, Tourist Road and Mudang Road, set up classified (recyclable/non-recyclable) garbage bins in each village according to10-0/5 households, and build garbage compression transfer stations in the village community where the town is located, with staff responsible for management and maintenance.

Sixth, improve the system and long-term management. Bring the environmental sanitation work into the track of standardization, specialization and daily management, and formulate the opinions of Dongguo Town on accelerating the integration of urban and rural sanitation. Second, the existing problems and deficiencies

The third is to further promote and ensure effective results. According to the work requirements and implementation plans at all levels, the integration of urban and rural sanitation will be brought into the development track of "standardization, specialization and living", and activities will be further promoted to completely change the phenomenon of "dirty, chaotic and poor" urban and rural environment.

The fourth is to implement responsibilities and strictly reward and punish.
