The "Decision" clearly pointed out that in order to strengthen the geological exploration capacity building of geological prospecting units, it is hoped that the state will continue to increase capital investment in geological prospecting units managed by the central government, improve the equipment level and enhance the geological exploration capacity.

Second, because geological prospecting units have been established for a long time, the state has not invested enough for many years, and there are too many debts in employee housing and infrastructure construction. Governments at all levels are keen to use administrative power to operate mining rights and set up projects to control mining rights. Generally speaking, the proportion of resources allocated by administrative means in China's mining rights market is still very large, far from forming a pattern of market allocation of resources. Due to layers of examination and approval, layers of obstacles, irregular exploration and registration operations, the exploration cost of geological prospecting units has increased, and the rights and interests of mining rights cannot be guaranteed. Influenced by the affiliation between exploration registration and mining right continuation, the mining right management department treats the central geological prospecting units and territorial management geological prospecting units separately, which makes the central geological prospecting units unfairly treated, and the geological exploration work of the central geological prospecting units is restricted and gradually marginalized. It is suggested that the Mineral Resources Law and related supporting laws and regulations should be amended as soon as possible to make it clear that state-owned geological prospecting units are state-owned carriers of mineral resources. Government departments withdraw from the mining rights market and establish a fair, just and transparent mining rights trading platform; Through the market access system and exit mechanism, ensure that exploration units get the maximum benefit from risk exploration.

Although we have seized the market opportunity, adopted a series of correct principles and policies, and formulated practical development ideas, the advanced productive forces accumulated for a long time have been released to a certain extent. However, in the new development opportunity period, the contradiction between the deep reform and development of metallurgical geology in China is more prominent and acute. At present, we have not jumped out of the circle of geological prospecting units in thinking mode, business philosophy and working methods, and still manage enterprises with the concept of career and allocate production factors by administrative means; The scale of economic aggregate is small, the stock of operating assets is small, the foundation is thin, the burden is heavy and the development is unbalanced; The prominent structural contradiction of labor force, the shortage of talents and the shortage of leading talents in industrial science and technology are important factors that restrict the development of productive forces for a long time. In addition, incomplete restructuring, irregular governance, unclear responsibilities and rights of enterprises, weak vitality and slow progress in property rights system reform are also important aspects that cause insufficient development potential. These will be gradually deepened by persistently pushing forward the reform.

Although there are still many difficulties and unfavorable factors restricting our development, China General Bureau of Metallurgical Geology, as a central management institution focusing on solid mineral geological exploration, deeply feels its own responsibility. We will adapt to the development of the national economy and the demand of the whole society for geological exploration, actively seek the mineral resources urgently needed by the country, strive for significant progress and breakthrough in mineral exploration, gradually strengthen our own capacity building, strive to create various conditions and environments, overcome various difficulties and unfavorable factors, broaden the field of geological exploration, improve market competitiveness and make new contributions to national economic construction by promoting structural adjustment and reform of the geological exploration system.
