Legal analysis: Strictly speaking, the fire escape belongs to the fire brigade, but the property belongs to the subordinate management. According to the definition of service, it is found that the property violates the rules in the fire escape, and it is suggested that the owner dismantle or restore the original equipment, which shall not affect the use of fire fighting. If the owner does not adopt it, the property should be reported to the fire department, and the department will forcibly remove it or impose a fine. Fire fighting is more important than Mount Tai. If you think the property is defective, you can ask the fire brigade to conduct on-site investigation, and you will come to a conclusion.

Legal basis: Article 58 of the Fire Protection Law of People's Republic of China (PRC), in violation of the provisions of this law, commits any of the following acts, shall be ordered to stop construction, stop using or stop production and business, and shall be fined from 30,000 yuan to 300,000 yuan:

(a) the construction project that should be audited by the fire control institution of the public security organ according to law, and the construction is carried out without approval according to law or unqualified;

(two) the fire protection design has not been accepted by the fire department of the public security organ according to law, and the construction has not stopped;

(three) the construction project that should be subject to fire inspection according to law has not been put into use without fire inspection or fire inspection is unqualified;

(four) after the construction project is put into use, the fire department of the public security organ fails to pass the spot check according to law and does not stop using it;

(five) the public gathering place without fire safety inspection or inspection does not meet the requirements of fire safety, unauthorized use, business.

If the construction unit fails to report the fire control design documents to the fire control institutions of public security organs for the record according to the provisions of this law, or fails to report them to the fire control institutions of public security organs for the record according to the provisions of this law after completion, it shall be ordered to make corrections within a time limit and be fined not more than 5,000 yuan.

Article 59 Whoever, in violation of the provisions of this Law, commits any of the following acts shall be ordered to make corrections or stop construction, and be fined not less than 10,000 yuan but not more than 100,000 yuan:

(a) the construction unit requires the architectural design unit or the construction enterprise to lower the technical standards of fire control for design and construction;

(two) the architectural design unit does not carry out fire protection design in accordance with the mandatory requirements of fire protection technical standards;

(three) the construction enterprise does not follow the fire protection design documents and fire protection technical standards, which reduces the quality of fire protection construction;

(four) the project supervision unit colludes with the construction unit or the construction enterprise to resort to deceit and reduce the quality of fire control construction.

Article 60 Whoever, in violation of the provisions of this Law, commits any of the following acts shall be ordered to make corrections and be fined between 5,000 yuan and 50,000 yuan:

(a) fire facilities, equipment or fire safety signs configuration, settings do not meet the national standards, industry standards, or not kept in good condition and effective;

(two) damage, misappropriation or unauthorized removal, stop using fire control facilities and equipment;

(3) Occupying, blocking or sealing evacuation passages and exits or other acts that hinder safe evacuation;

(four) burying, occupying, blocking the fire hydrant or occupying the fire prevention space;

(five) occupy, block or close the passage of fire engines, which hinders the passage of fire engines;

(six) in crowded places, set up obstacles on doors and windows that affect escape and fire fighting and rescue;

(seven) after being notified by the fire department of the public security organ, failing to take timely measures to eliminate fire hazards.

Individuals who commit any of the acts listed in the second, third, fourth and fifth items of the preceding paragraph shall be given a warning or imposed a fine of not more than 500 yuan.
