Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean and beautiful environment, and promote the development of urban economy and the construction of socialist spiritual civilization, these measures are formulated in accordance with the relevant provisions of national laws and regulations and combined with the actual situation of our city. Article 2 These Measures shall apply to the urban areas of Shinan District, Shibei District, sifang district, Licang District, Laoshan District, Chengyang District, Huangdao District and county-level cities. Article 3 The people's governments of Qingdao and county-level cities and districts shall formulate the development plan of city appearance and environmental sanitation, and incorporate it into the urban construction plan and the national economic and social development plan. Article 4 The city appearance and environmental sanitation shall be managed at three levels.

(a) the administrative department of city appearance and environmental sanitation of Qingdao Municipal People's Government shall supervise and manage the city appearance and environmental sanitation;

(two) the city appearance and environmental sanitation management department of the county-level city and district people's government shall be responsible for the city appearance and environmental sanitation management in this area according to the management authority;

(three) Township People's governments and sub-district offices shall be responsible for the management of city appearance and environmental sanitation in their respective jurisdictions in accordance with the division of labor.

Construction, planning, public security, municipal administration, transportation, industry and commerce administration, landscaping, real estate, health, environmental protection and other relevant departments shall, in accordance with their respective responsibilities, coordinate in the management of city appearance and environmental sanitation. Fifth city appearance and environmental sanitation supervisors should wear uniform signs and show their certificates when performing their tasks. Sixth to encourage scientific and technological research of city appearance and environmental sanitation, popularize advanced technology, and improve the level of city appearance and environmental sanitation.

Encourage units and individuals to operate city appearance and environmental sanitation services according to law. Seventh people's governments at all levels should strengthen publicity and education to improve the awareness of city appearance and environmental sanitation of the whole people. Units and individuals that have made remarkable achievements in maintaining city appearance and environmental sanitation shall be commended and rewarded.

All units and individuals have the obligation to improve the city appearance and environmental sanitation, and have the right to supervise, report and accuse the units and individuals that violate these measures. Chapter II City Appearance Management Article 8 Users or property owners of all kinds of buildings, structures and frontage facades must clean and decorate them in time to keep them clean and beautiful. Ninth units and residents on both sides of the primary and secondary roads are not allowed to hang or place items that hinder the appearance of the city on the balcony, outside the window and on both sides of the street. Tenth roads should be kept flat, intact and smooth, and the responsible units should repair the damaged roads within the prescribed time limit. Article 11 No unit or individual may occupy roads and public places, stack materials, erect buildings and structures or engage in production, processing and business activities without authorization. If it is really necessary to occupy it, it must obtain the consent of the city appearance and environmental sanitation management department, and go through the examination and approval procedures in accordance with the relevant provisions. It is strictly forbidden to exceed the approved occupation scope and time limit. Article 12 In urban areas, bazaars and parking lots that have been approved to occupy roads shall be set up in accordance with the designated scope, and the booths shall be kept clean and tidy, and the vehicles shall be placed neatly and orderly. Thirteenth construction project construction site must do:

(a) operating in the approved area;

(two) set up toilets and garbage containers, and disinfection measures to kill mosquitoes and flies;

(3) No accumulated garbage or sewage;

(four) machines and materials in order;

(5) Dang Wei should be established in the street.

When the construction project is completed, the construction site must be cleaned up and temporary buildings and construction facilities removed. Article 14 The responsible unit shall, within 2 days, remove the sludge, muck, branches and leaves and other wastes generated from construction operations such as repairing houses, dredging drainage facilities, landscaping, water, electricity and communication, and shall not accumulate. Fifteenth outdoor advertisements, placards, galleries, windows, plaques, neon lights and sculptures should be coordinated with the surrounding environment, decorated in time, and kept in good condition and clean.

Advertisements, slogans, graffiti and depictions shall not be posted on buildings, telephone poles, trees and public facilities. Sixteenth slogans and banners of important activities should meet the requirements of the city, and should be removed in time when they expire. Seventeenth motor vehicles should be kept clean and tidy, and no waste should be thrown outside the vehicle.

Vehicles transporting bulk and fluid materials should be properly loaded and tightly sealed to prevent leakage.

When the train enters the urban area and the ship enters the port area, it is forbidden to dump wastes on both sides of the railway and in the port area.

Animal-drawn vehicles are not allowed to enter Shinan District, Shibei District, sifang district District and Licang District (except the rural areas under the jurisdiction of the above four districts); Those who enter other county-level cities or cities divided into districts shall be equipped with dung bags and cleaning tools. Eighteenth streets and public places, prohibit the following acts:

(a) spitting;

(2) Dumping feces and sewage;

(three) throwing fruit peels, scraps of paper, cigarette butts and wrapping paper, boxes, bags and other sundry;

(4) defecate everywhere. Article 19 In Shinan District, Shibei District, sifang district District and Licang District (except the rural areas under the jurisdiction of the above four districts), it is forbidden to raise chickens, ducks, geese, rabbits, sheep, pigs and other poultry and livestock except for special needs such as teaching and scientific research.

Raising pigeons and dogs shall be handled in accordance with relevant regulations. Chapter III Environmental Sanitation Management Article 20 Urban environmental sanitation cleaning shall be carried out in accordance with the following provisions:

(a) the road is cleaned by the environmental sanitation professional team and the street private cleaning team;

(two) the implementation of property management in residential areas, the property management unit is responsible for cleaning; Other residential areas, by the private cleaning team responsible for cleaning;

(three) organs, organizations, military units, enterprises and institutions are responsible for the cleaning and cleaning of the health responsibility areas designated by the street offices;

(four) markets designated by the market operators cleaning, lane stall operators responsible for cleaning the surrounding area;

(five) airports, stations, docks, parking lots, stadiums, beaches, parks, street gardens, green belts, flower beds and other public places and along the railway, the responsible units are responsible for cleaning;

(six) in coastal waters, the responsible unit designated by the city appearance and environmental sanitation management department is responsible for cleaning up floating wastes.

The health responsibility area implemented by the division of labor shall be inspected and supervised by the city appearance and environmental sanitation management department.
