According to the current needs of epidemic prevention and control, in order to promote epidemic prevention and control and economic and social development as a whole, we will comprehensively, accurately and completely implement the ninth edition of the prevention and control plan and the requirements of "Article 20" measures of the joint prevention and control mechanism of the State Council, and further optimize the epidemic prevention and control. After comprehensive judgment, we decided to restore normal epidemic prevention and control measures in our region except high-risk areas. The notice is as follows:

First, fulfill the "quartet responsibility". The Party committee and government clearly define the territorial responsibility, the industry departments assume the competent responsibility, all units consolidate the main responsibility, individuals do a good job in self-health management, and establish a prevention and control system for the whole society.

Second, restore production order. All kinds of production and business premises will resume normal production order in an orderly manner, closed and semi-closed premises will resume business, catering business units will resume eating in an orderly manner, residents will pass green, and measures will be taken to clean the premises. If there are other provisions in special places, the corresponding provisions shall prevail.

Third, resume offline teaching. Universities, vocational colleges and technical colleges have resumed normal teaching order in an orderly manner. Primary and secondary schools resumed offline teaching, and kindergarten children returned to the park normally. Off-campus training institutions resumed offline teaching in an orderly manner, and child care institutions resumed services in an orderly manner. Specific arrangements will be notified separately by the education department.

Fourth, strengthen self-protection. Please continue to strengthen self-protection awareness, be the "first responsible person" of personal health, consciously abide by epidemic prevention requirements and protect personal health. Adhere to good habits such as washing hands frequently, wearing masks, frequent ventilation, and using public chopsticks, and do not gather or get together. When going out, be sure to wear a mask, keep a social distance of 1 m, don't spit everywhere, and pay attention to cough etiquette. People with fever, fatigue, cough, stuffy nose, runny nose, diarrhea, abnormal taste and smell should take personal protection and go to the nearest fever clinic immediately.

Fifth, speed up vaccination. Please meet the requirements of the public as soon as possible to complete COVID-19 vaccination, especially the elderly over 60 years old should actively vaccinate COVID-19 vaccine. People who have been vaccinated for 6 months should be vaccinated as soon as possible to build a national immune barrier.

The above measures shall come into force as of the date of promulgation of this notice, and the corresponding measures shall be lifted immediately.
