In order to further strengthen the prevention and control of air pollution and improve the living environment, according to the Law on the Prevention and Control of Air Pollution, Regulations on Urban Appearance and Environmental Sanitation, Regulations on Funeral Management, Regulations on Comprehensive Urban Management in Hunan Province, Detailed Rules for the Implementation of Funeral Management in Hengyang City and other laws and regulations, the county government has decided to completely prohibit the manufacture and sale of feudal superstitious articles such as paper money throughout the county, and prohibit throwing them in public places such as urban roads, squares and residential areas. The notice is as follows:

First, severely punish the makers of feudal superstitious items such as paper money and coins. Civil affairs, market supervision, urban management and law enforcement, public security and other departments should conduct centralized investigations on the manufacturers of feudal articles such as banknotes and coins within their jurisdiction, and investigate and deal with those found to produce feudal articles such as banknotes and coins according to law.

Two, crack down on the sale of paper money and other feudal superstitious activities. Civil affairs, market supervision, urban management and law enforcement, public security and other departments should carry out their duties, resolutely ban unlicensed operations, and supermarkets, shops and grocery stores that operate paper money, coins and other feudal superstitious items beyond the scope should be confiscated according to law, and operators should be punished according to law.

Three, a total ban on burning paper money in public places. Urban management law enforcement, civil affairs, public security and other departments should strengthen urban inspection and law enforcement, and resolutely stop and clean up the open burning of paper money. Anyone found burning paper money in the open air in the urban area shall be punished by the urban management law enforcement department according to law. Public security departments should strengthen on-site law enforcement and severely crack down on those who destroy public facilities, do not listen to dissuasion and hinder official duties. According to the principle of "territorial management and prevention first", urban communities and property management companies should be on duty in roads, green spaces, residential quarters and other places within their jurisdiction, and timely educate and discourage the behavior of burning paper money.
