It is a "3+2" undergraduate training pilot institution in Shandong Province and the second batch of national modern apprenticeship pilot units.

The school was founded in 1950, formerly known as Shandong Trade Staff University. In 2006, it merged with Shandong Electromechanical School, a national key middle school, and Jining Commercial School, Shandong Province. In March 2009, with the approval of the provincial government, it was restructured into Shandong Polytechnic Vocational College.
