New talent policy in Cuiheng New District of Zhongshan: the total subsidy for high-level talents cannot exceed 6 million.

Further optimize the gathering environment of innovation and entrepreneurship, and provide intellectual support for building a new center of an international, modern and innovative city. After studying the talent policies of superiors and surrounding cities, and combining with the actual situation of the new district, Cuiheng New District of Zhongshan drafted the Detailed Rules for the Implementation of Several Measures for Innovative Development of Gathering Talents in Zhongshan Cuiheng New District (Draft for Comment).

According to the viewpoint of new real estate media, the Detailed Rules gives corresponding subsidies to high-level talents in the new district in terms of house purchase, housing, scientific research platform construction and internship.

In terms of housing subsidies, the "Detailed Rules" mentioned that housing subsidies should be given to high-level talents in the new district who buy real estate in this city. If the applicant has enjoyed the housing subsidy or talent apartment security in the new district, the actual income of housing subsidy will be distributed in proportion after deducting the housing subsidy or talent apartment rent concessions. The housing allowance is paid in three years, 60% in the first year, 30% in the second year and 10% in the third year.

High-level talents with certificate A can get full housing subsidies at the same level, and high-level talents with certificate B can get 80% housing subsidies at the same level, and the total amount of urban subsidies does not exceed 6 million yuan.

In terms of housing subsidies, the detailed rules put forward that housing subsidies should be given to high-level talents who do not enjoy urban two-level housing subsidies and have no real estate within Zhongshan City. The period of subsidy for the first category of talents shall not exceed three years, and that for the second to sixth categories of talents shall not exceed two years. If the applicant has enjoyed the guarantee of talent apartment, it should be allocated in proportion after deducting the actual housing subsidy from the rent concession of talent apartment.

The first category of talents can get a subsidy of 6000 yuan/month, the second category of talents can get a subsidy of 4000 yuan/month, and the third category of talents can get a subsidy of 3500 yuan/month.

In terms of support for the establishment of high-end scientific research platforms, the "Rules" clearly stipulate that the academician workstations set up by various units in the new district will be given start-up capital subsidies. Among them, the newly established provincial and municipal academician workstations are given a subsidy of 500,000 yuan. Subsidies shall be paid in two equal installments after replacement. The academician workstation paid RMB 250,000 for the first phase and RMB 250,000 for the second phase after the first acceptance.

One-time grants of 300,000 yuan, 200,000 yuan and 65,438+10,000 yuan will be given to the newly established postdoctoral research center, doctoral workstation and postdoctoral innovation practice base in the new district respectively.

In addition, the "Rules" emphasize that living allowances will be paid to full-time talents with bachelor's degree or above and bachelor's degree or above introduced in the new district. Full-time undergraduate graduates can enjoy the living allowance of10.5 million yuan in the new district; Master students can enjoy a living allowance of 30,000 yuan, which will be distributed in equal amounts in two years; Doctoral students can enjoy a living allowance of 60 thousand yuan, which will be paid in equal amounts within three years.

However, full-time undergraduate talents need to join the relevant enterprises in the new district within two years after graduation, and the graduation time is subject to the time recorded in the degree certificate and diploma; Master students should be under 35 years old (as of the date of joining the new district), and doctoral students should be under 45 years old (as of the date of joining the new district); At the same time, I need to work full-time in the employer in the new district 12 months.

At the same time, internship subsidies will be given to fresh graduates of world-renowned universities who have joined government agencies, institutions, state-owned enterprises, regulatory enterprises and high-growth enterprises in the new district. Undergraduate graduates are 3000 yuan per month, master graduates are 5000 yuan per month, and doctoral graduates are 8000 yuan per month. The subsidy period shall not exceed 3 months.

However, the graduating institutions of recent graduates need to be world-renowned universities. World-renowned universities refer to the universities listed in the Notice on Publishing the List of World-class Universities and First-class Discipline Construction Universities and Discipline Construction, and the universities ranked in the top 200 according to the academic ranking of world universities of the College of Higher Education of Shanghai Jiaotong University or The Times of the World's Top Universities at the time of application; After the internship period, fresh graduates need to stay in the employer for more than 12 months.

In addition, the "Rules" also mentioned that the government will give special subsidies to talents introduced in the new district for a period of no more than three years. Among them, A-certificate talents and Class I-III B-certificate talents are matched with 1: 1 according to the municipal government's special allowance standard (excluding floating 20%), and Class IV-VI B-certificate talents and Class VII talents are matched with 65438+.
