There is no water in the supporting fire hydrant in the community. Is the property responsible for the accidental fire?

It is definitely responsible, but it is responsible for the maintenance and management of fire control facilities, not fire control responsibility (unless it is an accidental fire caused by the fault of the property: see Article 64 of the Fire Protection Law).

Article 18 of the Fire Protection Law, if the same building is managed or used by two or more units, the fire safety responsibilities of all parties shall be clarified, the responsible person shall be determined, and the evacuation passages, safety exits, building fire control facilities and fire truck passages used by * * shall be uniformly managed.

The realty service enterprise in the residential area shall maintain and manage the fire control facilities in the management area and provide fire safety prevention services.

Twenty-ninth units responsible for the maintenance and management of public fire control facilities shall keep public fire control facilities such as fire water supply, fire communication and fire truck passage intact and effective. In the course of road construction, if power, water and communication lines are cut off, which may affect the fire brigade's fire fighting and rescue, the relevant units must notify the local public security organ fire control institutions in advance.

The above two are the division of responsibilities. The following are legal responsibilities:

Article 60 Whoever, in violation of the provisions of this Law, commits any of the following acts shall be ordered to make corrections and be fined between 5,000 yuan and 50,000 yuan:

(a) fire facilities, equipment or fire safety signs configuration, settings do not meet the national standards, industry standards, or not kept in good condition and effective;

(two) damage, misappropriation or unauthorized removal, stop using fire control facilities and equipment;

(3) Occupying, blocking or sealing evacuation passages and exits or other acts that hinder safe evacuation;

(four) burying, occupying, blocking the fire hydrant or occupying the fire prevention space;

(five) occupy, block or close the passage of fire engines, which hinders the passage of fire engines;

(six) in crowded places, obstacles affecting escape and fire fighting and rescue are set on doors and windows;

(seven) after being notified by the fire department of the public security organ, failing to take timely measures to eliminate fire hazards.

Individuals who commit any of the acts listed in the second, third, fourth and fifth items of the preceding paragraph shall be given a warning or imposed a fine of not more than 500 yuan.

Anyone who commits any of the acts in Item 3, Item 4, Item 5 and Item 6 of the first paragraph of this article and refuses to correct it after being ordered to do so shall be enforced, and the expenses required shall be borne by the violator.

Article 64 Whoever, in violation of the provisions of this Law, commits one of the following acts, which does not constitute a crime, shall be detained for not less than 10 days but not more than 15 days and may also be fined not more than 500 yuan; If the circumstances are minor, a warning or a fine of 500 yuan shall be imposed:

(a) instigating or forcing others to violate fire safety regulations and take risks;

(2) Fire caused by negligence;

(three) after the fire broke out, the alarm was stopped, or the person in charge of the report failed to call the police in time;

(four) disturbing the order of the fire scene, or refusing to carry out the command of the fire scene commander, which affects the fire fighting and rescue;

(5) Deliberately destroying or forging a fire scene;

(six) without authorization, unpacking or using the places and parts sealed up by the fire control institutions of public security organs.
