Handling process of hazardous waste business license:

1. The applicant applies to the environmental protection window of the provincial government affairs hall with the application materials. The window staff will conduct a preliminary examination of the application materials, accept those that meet the acceptance conditions, issue an acceptance notice to the applicant, and transfer the application materials to the land office.

2. The soil department shall organize experts to conduct on-site review of hazardous waste business units, and review the permitted projects according to relevant laws and regulations. To meet the requirements of the application conditions and relevant specifications, the land management department shall grant permission.

3. After the administrative examination and approval report is approved by the office leader, an approval document will be issued, and the applicant will receive the acceptance notice.

I. Requirements for transportation and transfer of hazardous wastes

1. The transportation of hazardous waste refers to the process of moving from the place where hazardous waste is produced to the place where it is treated or disposed. The transportation of hazardous waste needs to select suitable containers, determine the loading mode, select the appropriate transportation mode, determine the reasonable transportation route, and formulate remedial measures for leakage or temporary accidents.

2. The hazardous waste transport unit must have the qualification for transporting dangerous goods, and the hazardous waste transport vehicle must be a dangerous goods transport vehicle. Transport personnel should be specially trained, equipped with necessary protective tools, and familiar with emergency treatment measures for emergencies.

3, transport units and individuals in the process of transporting hazardous waste, should fill in the hazardous waste transfer list as required, and take anti-scattering, anti-loss, anti-leakage or other measures to prevent environmental pollution. Hazardous waste shall not be carried on the same means of transport as passengers.

II. Illegal disposal of hazardous wastes by enterprises:

1, no hazardous waste identification mark;

2. Mixed storage of hazardous waste and non-hazardous waste;

3. Providing or entrusting hazardous waste to a unit without a business license to engage in business activities;

4. Failing to fill in the joint list of hazardous waste transfer in accordance with state regulations or transferring hazardous waste without approval;

5. The actor provides or entrusts others to collect, store, utilize and dispose of hazardous waste without or beyond the business license, which seriously pollutes the environment;

6, illegal discharge, dumping and disposal of hazardous waste more than three tons.

Specific extraction and management measures shall be formulated by the finance department of the State Council and the price department in conjunction with the ecological environment department of the State Council.
