Measures of Shandong Province for the Administration of Public Fire Control Facilities

Chapter I General Provisions Article 1 In order to strengthen the management of public fire control facilities, improve the ability to resist fire, ensure public fire safety and ensure the healthy development of economy and society, these measures are formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Regulations on Fire Protection of Shandong Province and other laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the construction, use, maintenance and supervision of public fire control facilities within the administrative area of this province.

The term public fire control facilities as mentioned in these Measures refers to:

(a) fire station, fire command center, etc. ;

(two) fire hydrant, fire pool, fire level platform (wharf), fire water supply pipe network and other fire water supply facilities in cities and villages;

(3) fire truck access;

(four) fire signal transmission lines, fire communication command system and other fire communication facilities. Article 3 People's governments at all levels shall strengthen their leadership over the management of public fire control facilities in their respective administrative areas, incorporate the construction of public fire control facilities into urban and rural planning, clarify the management responsibilities of public fire control facilities, and coordinate and solve major problems in the management of public fire control facilities.

Departments and institutions of development and reform, economy and informatization, finance, housing and urban construction, planning, transportation, water conservancy, forestry, public security and fire control of the people's governments at or above the county level shall, according to their respective functions and duties, do a good job in the management of public fire control facilities.

The villagers' committee is responsible for the management of public fire control facilities in the village, and the Township People's Government (street office) shall give guidance, support and help.

Public enterprises and institutions such as urban construction, water supply, telecommunications and highways undertake the construction and maintenance of state-owned public fire control facilities. Fourth people's governments at or above the county level shall include the funds for the construction and maintenance of municipal public fire control facilities in the fiscal budget at the corresponding level, and timely allocate the construction or maintenance units; Belong to the scope of fixed assets investment, included in the local fixed assets investment plan.

The funds for the construction and maintenance of village public fire control facilities shall be settled through the prescribed channels of village public welfare funds; If the funds are really difficult, the local people's government will give appropriate support.

Organs, organizations, enterprises, institutions and other units stationed in rural areas shall participate in the construction of rural public fire control facilities in various forms.

Construction funds for outdoor fire hydrants in residential areas are paid by development units or investment units, and maintenance costs are paid by property service enterprises or other management units from special maintenance funds. Article 5 All units and individuals have the obligation to protect public fire control facilities; If it is found that public fire control facilities are destroyed, misappropriated, obstructed or dismantled, moved or stopped without authorization, it has the right to report to the fire control institutions of public security organs or relevant departments.

The people's governments at or above the county level and the relevant departments and organizations shall commend and reward the units and individuals that have made outstanding contributions in the management of public fire control facilities. Chapter II Construction Article 6 The site selection, layout, construction scale, construction standards, fire fighting equipment and staffing of urban fire stations shall conform to the national standards for the construction of urban fire stations; Do not meet, should be added, rebuilt, configuration or technical transformation. Seventh Township People's governments should build fire stations alone or jointly with neighboring towns and relevant units. The building standards, fire fighting equipment and full-time firefighters of township fire stations shall be implemented in accordance with urban and rural fire planning and relevant regulations.

The township volunteer fire brigade shall be equipped with fire-fighting equipment in accordance with the national standards for the construction of rural fire stations. Villages and towns with forests should set fire-fighting points scientifically and reasonably according to the needs of local forest fire prevention work. Eighth municipal fire hydrants shall be designed, installed and accepted simultaneously with municipal roads.

When building or transforming a water supply pipe network, the construction unit shall install fire hydrants in accordance with the spacing and setting requirements stipulated by the relevant national technical standards. If the water supply network cannot meet the requirements of fire water, water storage facilities such as fire pools shall be built.

Fire water supply facilities for township residents shall be built by the township people's government; Village fire water supply facilities are built by villagers' committees. Ninth towns and villages near the sea, rivers, lakes, reservoirs and other water sources, should build fire truck passages and fire water intake platforms (docks).

In towns and villages where there are no fire hydrants and fire water supply networks, fire water supply and roads are not enough to ensure the passage of fire engines, fire pools should be built, equipped with fire pumps, fire hoses, hoses and other equipment to ensure the fire fighting needs. Article 10 The width, turning radius, clearance height, bearing capacity and return yard of urban roads shall conform to the national fire control technical standards to ensure the passage of fire engines.

Roads connecting towns, villages and other towns and villages, and the main roads in villages shall meet the requirements of fire engines. Eleventh fire communication facilities shall conform to the national technical standards for the construction of fire communication command system.

The fire command center shall set up special communication lines for fire dispatching with fire stations, water supply, power supply, gas supply, medical first aid, traffic management and other units. Chapter III Use and Maintenance Article 12 Fire hydrants are specially used for fire fighting and rescue and daily fire fighting training. Without the consent of the fire department of the public security organ and informing the local water supply enterprise, no other unit or individual may use it.
