The term public fire control facilities as mentioned in these Measures refers to:

Departments and institutions of development and reform, economy and informatization, finance, housing and urban construction, planning, transportation, water conservancy, forestry, public security and fire control of the people's governments at or above the county level shall, according to their respective functions and duties, do a good job in the management of public fire control facilities.

Chapter II Construction Article 6 The site selection, layout, construction scale, construction standards, fire fighting equipment and staffing of urban fire stations shall conform to the national standards for the construction of urban fire stations; Do not meet, should be added, rebuilt, configuration or technical transformation. When building or transforming a water supply pipe network, the construction unit shall install fire hydrants in accordance with the spacing and setting requirements stipulated by the relevant national technical standards. If the water supply network cannot meet the requirements of fire water, water storage facilities such as fire pools shall be built.
Fire water supply facilities for township residents shall be built by the township people's government; Village fire water supply facilities are built by villagers' committees. Ninth towns and villages near the sea, rivers, lakes, reservoirs and other water sources, should build fire truck passages and fire water intake platforms (docks).
In towns and villages where there are no fire hydrants and fire water supply networks, fire water supply and roads are not enough to ensure the passage of fire engines, fire pools should be built, equipped with fire pumps, fire hoses, hoses and other equipment to ensure the fire fighting needs. Article 10 The width, turning radius, clearance height, bearing capacity and return yard of urban roads shall conform to the national fire control technical standards to ensure the passage of fire engines.
Roads connecting towns, villages and other towns and villages, and the main roads in villages shall meet the requirements of fire engines. Eleventh fire communication facilities shall conform to the national technical standards for the construction of fire communication command system.
The fire command center shall set up special communication lines for fire dispatching with fire stations, water supply, power supply, gas supply, medical first aid, traffic management and other units. Chapter III Use and Maintenance Article 12 Fire hydrants are specially used for fire fighting and rescue and daily fire fighting training. Without the consent of the fire department of the public security organ and informing the local water supply enterprise, no other unit or individual may use it.
