(4) Prison management. Formulate prison management and in-prison investigation systems and supervise their implementation; Guide the establishment of modern civilized prisons; To guide the daily management of prisoners' detention, release, sub-custody, assessment, rewards and punishments; Responsible for sending criminals; Responsible for prison investigation; Participate in the supervision of equipment configuration and early warning facilities construction; Responsible for the management of official guns; Responsible for compiling crime information and statistical data.

(5) the penalty execution office. Guiding criminals to increase their sentences, reduce their sentences and release them on parole; To be responsible for reviewing the temporary execution of criminals outside prison, as well as the review of commutation and parole of important criminals, criminals with life imprisonment and criminals with suspended death sentence; Responsible for the management of foreign criminals; Responsible for accepting criminal complaints, accusations and exposures, and investigating and handling related issues.

(6) Department of Education and Reform (with the brand of Department of Prevention and Handling of Cults). Organizing the compilation of textbooks for ideological, cultural and technical education of criminals, and guiding their educational reform and psychological correction; Responsible for auditing provincial-level transformation activists; Guide the construction of prison culture; Guide the quality evaluation of criminal reform; To guide social assistance and warning education; To guide education inside and outside prisons; Participate in the inspection of the reform quality of released prisoners; Responsible for the editing and publishing of Zhejiang Xinsheng Newspaper.

(7) Department of Life and Health. Inspect and guide prisoners' living facilities, material supply, food safety and the use of various living and health funds, and supervise their implementation; Responsible for the business management and medical dispute handling of prison medical institutions; To be responsible for examining and verifying the medical expertise of paroled criminals; To guide the prevention and control of criminals' diseases and the emergency treatment of major epidemics and public health emergencies.

(8) Planning and Finance Department. Prepare the medium and long-term development plan and annual plan of this system; Prepare departmental budgets and final accounts, and be responsible for fund raising and government procurement management; Formulate financial management systems and accounting methods, and organize their implementation; Responsible for the management of state-owned assets; Responsible for investment and construction management and comprehensive statistics; To guide and coordinate the investment, financial management and accounting of prison enterprise groups.

(9) Audit Bureau. Responsible for audit supervision; To be responsible for auditing the annual financial revenue and expenditure, capital construction, use of funds and other economic activities of prison units; According to the management authority, the economic responsibility audit of leading cadres; Responsible for the special audit of economic cases assigned by the discipline inspection and supervision department.

(10) Labor and social security department. Responsible for the management of prison auxiliary management posts, key production posts and criminal technical counseling posts; To examine and approve the unified payment of wages and allowances; To guide the training, assessment and professional skill appraisal of employees; To guide social insurance work such as pension and medical care; Responsible for the management of employees staying in the factory.

(13) Information Technology Office. Formulate information construction plans, standard systems and management systems, and guide their implementation; Responsible for the technical audit of information construction projects; Responsible for the technical selection, development and promotion of software and hardware facilities for informatization construction; Organize the construction of information resource database and coordinate the comprehensive utilization of network resources; Responsible for the security, management and maintenance of the information network and information system of this bureau.

(14) Retired cadres. Responsible for the management and service of retired cadres of the bureau; To guide the management and service of retired cadres in directly affiliated units.

Party committees of organs. Responsible for the party affairs and ideological and political work of the bureau organs and directly affiliated units; To guide the work of trade unions, Communist Youth League committees and women's committees.
