Luoyang's document on regulating property charges has been revised several times.

Official website, the People's Government of Luoyang City, showed that the document on regulating property charges in Luoyang City was first revised on 20 19 12 3 1, and the Luoyang Municipal Development and Reform Commission issued the Notice on Further Regulating Property Service Charges, stipulating that the property service charges should be subject to government-guided prices and market-adjusted prices respectively, and the second revision was in March 2023. The Notice on Further Standardizing Property Service Charges (Draft for Comment) issued by Luoyang Development and Reform Commission stipulates that the government-guided price of property service charges includes five services: comprehensive service, public order maintenance, public facilities maintenance, public area cleaning and public area greening maintenance, which have been revised twice.
