Can the property change the fire escape into a car?

Article 28 of the new fire protection law stipulates that no unit or individual may occupy, block or close evacuation passages, fire-fighting passages and fire truck passages. It is generally understood that the fire escape is ok as long as it is unblocked. As for the entrance and exit of the community, the fire escape itself is a kind of entrance and exit. So there should be no problem. Fire engines cannot enter unless some space in the middle occupies the fire escape.
