Chapter I General Provisions Article 1 In order to standardize property management activities, safeguard the legitimate rights and interests of owners, property users, property service enterprises and other managers, improve people's living and working environment, and promote social harmony and stability, these Regulations are formulated in accordance with the People's Republic of China (PRC) Property Law, the the State Council Property Management Regulations, the Shandong Property Management Regulations and other relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the management, use, maintenance, service and supervision of property within the administrative area of this Municipality. Article 3 Property management shall follow the principle of combining owner autonomy, professional services and government supervision according to law. Article 4 The administrative department of property management of the Municipal People's Government shall be responsible for the policy guidance, industry development planning, supervision and management of property management activities in the whole city. The administrative department of property management of the county people's government is responsible for the supervision and management of property management activities within their respective administrative areas.

Public security, civil affairs, finance, planning, urban management, environmental protection, industrial and commercial administration, quality and technical supervision (market supervision and management), prices and other relevant administrative departments shall, according to their respective responsibilities, do a good job in property management. The administrative department of property management is responsible for organizing and coordinating relevant departments to regularly supervise and inspect illegal acts within the property management area.

Neighborhood offices and township (town) people's governments are responsible for organizing and guiding the establishment of the owners' congress and the general election of the owners' committee within their respective jurisdictions, supervising the owners' congress and the owners' committee to perform their duties according to law, supervising property management activities, and mediating and handling property management disputes.

Community residents' committees are responsible for guiding and supervising the owners' congress and the owners' committee to carry out autonomous management according to law, and assisting neighborhood offices or township (town) people's governments to carry out work related to property management in community management and community service.

The owners' committee shall actively cooperate with the community residents' committee to perform its autonomous management duties according to law, support and cooperate with the community residents' committee to carry out its work, and accept its guidance and supervision.

Property service industry associations should strengthen self-discipline management, formulate industry norms, train employees, standardize their practices, advocate honest management, and improve the level of property services.

The realty service enterprise shall participate in the credit archives and grade management of this Municipality in accordance with relevant regulations, and engage in realty service activities in accordance with relevant laws, regulations and realty service contracts. Chapter II Owners' Autonomy Article 5 Owners shall participate in owners' autonomy activities under their real names, exercise their rights and perform their obligations in accordance with laws, regulations, management regulations and rules of procedure of owners' congresses. Article 6 A general meeting of owners shall be established in the property management area. All owners in the property management area form the owners' meeting to represent and safeguard the legitimate rights and interests of all owners in the property management activities in the property management area.

The number of owners in the property management area is small, and it is decided not to set up the owners' meeting with the unanimous consent of all owners. All owners shall perform the duties of the owners' meeting and the owners' committee. Seventh in line with the "Shandong Province Property Management Regulations" provisions of the first meeting of the owners, neighborhood offices or township (town) people's government shall set up a preparatory group for the owners' meeting within thirty days.

The preparatory group consists of an odd number of more than seven people, including owners' representatives, construction units, pre-realty service enterprises, community residents' committees, neighborhood offices or township (town) people's governments. The proportion of owners' representatives shall not be less than half of the total number of preparatory groups.

The preparatory group shall, within ten days from the date of its establishment, publicize its member list and job responsibilities in a prominent position in the property management area, and the publicity time shall not be less than seven days.

The head of the preparatory group shall be the representative of the sub-district office or the township (town) people's government, and shall be responsible for organizing and coordinating the preparations for the owners' meeting.

The preparatory group shall organize the first meeting of the owners' congress within 60 days from the date of its establishment. Article 8 Where there are a large number of owners in the property management area, at least two owners' representatives may be elected to attend the meeting of the owners' general meeting on the basis of floors and units. Three days before the owner's representative attends the meeting of the owners' congress, he shall solicit the opinions of the owners he represents in writing on the matters to be discussed at the meeting of the owners' congress; If a vote is needed, it shall be put forward by the owner's representative when attending the meeting of the owners' general assembly. Ninth owners' meeting can be held by convening all owners' meetings, soliciting opinions in writing or other forms. In the form of written comments, the comments will be sent to every owner, and the recovery rate of comments will reach more than 80%; If it cannot be delivered, it shall be publicized in a prominent position within the property management area, and the publicity time shall not be less than seven days. The owner may entrust an agent to attend the meeting of the owners' congress in writing, and each entrusted agent may accept the entrustment of no more than three owners. Article 10 The first meeting of the owners' congress shall be approved by the owners whose exclusive parts account for more than half of the total building area and more than half of the total number of people in the property management area, and the management statute and the rules of procedure of the owners' congress shall be adopted by voting, and the owners' committee shall be elected.

If the owners refuse to pay the property service fee, fail to deposit special maintenance funds or commit other acts that infringe upon the rights and interests of the owners, the owners' congress shall restrict them from exercising their right to participate and vote in the management statute and the rules of procedure of the owners' congress.
