The term "secondary water supply facilities" as mentioned in these Measures refers to the equipment and pipelines that ensure normal water supply through storage, treatment and delivery of drinking water. Article 3 These Measures shall apply to the construction, operation and maintenance, water quality safety and related management activities of secondary water supply facilities in urban public water supply areas of this Municipality. Article 4 The people's governments of cities, counties and urban areas shall incorporate urban secondary water supply into urban construction planning, encourage multi-channel investment in the construction of urban secondary water supply facilities, and strengthen water quality guarantee.
The competent department of housing and urban construction is the administrative department of secondary water supply in this Municipality, and is responsible for the supervision and management of secondary water supply.
The health administrative department is responsible for the water quality monitoring and health supervision of secondary water supply.
Finance, development and reform, market supervision and management and other relevant departments should do a good job in the management of secondary water supply in accordance with the division of responsibilities. Chapter II Construction Management Article 5 If the normal pressure of urban public water supply network cannot meet the water demand of users in new construction, reconstruction and expansion projects, secondary water supply facilities shall be set up; The secondary water supply facilities shall be designed, constructed, accepted and put into use simultaneously with the main project.
The investment in the construction of secondary water supply facilities shall be included in the total cost of the construction project and shall be borne by the construction unit.
If the existing secondary water supply facilities of residential buildings do not meet the relevant provisions of the state and the sanitary norms and engineering technical regulations of secondary water supply facilities, they should be reformed. Article 6 Outdoor pipelines and ancillary facilities built by water users and connected to urban public water supply pipelines must be accepted by urban tap water supply enterprises and handed over to their unified management before they can be used. Article 7 The design and construction of the secondary water supply project shall conform to the relevant provisions of the state, the sanitary specifications and engineering technical specifications of the secondary water supply facilities, and meet the following requirements:
(a) to meet the requirements of one meter per household and meter reading to households;
(two) the water supply facilities are set up independently, with building envelope, pollution prevention and operation safety measures, which meet the specific requirements of construction, installation, operation management, maintenance and testing;
(three) the water storage facilities meet the requirements of smooth inner wall, no leakage, sealing and locking, anti-freezing, heat preservation, moisture prevention and flood prevention, and are separated from the fire water storage facilities;
(four) other requirements stipulated by laws, regulations and rules. Article 8 The equipment, materials, instruments and meters used in secondary water supply facilities shall conform to the quality and hygiene standards stipulated by the state and the requirements for the safe operation of the pipe network, and the equipment and materials prohibited or eliminated by the state shall not be used. Article 9 The competent departments of market supervision and management and housing and urban-rural construction shall strengthen supervision over the product quality and after-sales service of secondary water supply facilities, and establish an enterprise credit information management system. Chapter III Operation Management Article 10 Newly-built secondary water supply facilities shall be operated, maintained and managed by water supply enterprises.
For the existing secondary water supply facilities, the owners are encouraged to independently decide to entrust the management of water supply enterprises. The realty service enterprise may entrust the operation and maintenance of the secondary water supply facilities within the realty management area to the water supply enterprise. Eleventh does not meet the relevant standards and norms of the existing secondary water supply facilities after the transformation of qualified, property owners or property services companies and water supply enterprises signed an entrustment agreement, by the water supply enterprises responsible for operation, maintenance and daily management. Thirteenth secondary water supply units should implement uninterrupted water supply, and announce the service telephone number in the community.
If it is really necessary to stop water supply or depressurize water supply due to engineering construction, equipment maintenance, water tank cleaning and disinfection, the secondary water supply unit shall notify the user 24 hours in advance to prepare for water storage; If advance notice cannot be given due to equipment failure or emergency maintenance, users should be informed at the same time of emergency maintenance.
If the water supply cannot be restored for more than 24 hours, the secondary water supply unit shall inform the user in advance, take emergency water supply measures to solve the user's basic living water, and report to the competent department of housing and urban construction. Fourteenth secondary water supply operation and maintenance units shall establish drinking water hygiene management rules and regulations, equipped with full-time or part-time personnel, responsible for the secondary water supply hygiene management.
Personnel directly engaged in water supply and management must obtain a physical examination certificate before taking up their posts, and have a health examination once a year.
Anyone who suffers from dysentery, typhoid fever, viral hepatitis A, viral hepatitis E, active tuberculosis, suppurative or exudative dermatosis and other diseases and pathogen carriers that hinder drinking water hygiene may not directly engage in water supply and management.
Personnel directly engaged in water supply and management shall not work at their posts without health knowledge training.
