If the tenderer adopts the method of public bidding, it shall publish a tender announcement on the public media. The tender announcement shall specify the name and address of the tenderer, the basic information of the project subject to tender and the way to obtain the tender documents. If the tenderer adopts the method of inviting tenders, it shall issue invitations to bid to more than three property management enterprises.

For property projects with less than three bidders or with a total construction area of less than 20,000 square meters in residential quarters, with the approval of the real estate management department, property management enterprises with corresponding qualifications can be selected by agreement.

The tenderer shall, according to the characteristics and needs of the property management project, complete the preparation of the tender documents before the tender. The tender documents shall include the following contents:

(1) Brief introduction of the tenderee and the project subject to tender, including name, address, contact information, basic information of the construction project, property management room, etc. Bidder's;

(2) Contents, standards and requirements of property management services;

(3) evaluation criteria and methods;

(4) Requirements for bidders and tenders, including the qualifications of bidders, the format and main contents of tenders, etc. ;

After the bidding activities, the tenderer or the original property management enterprise shall hand over the following files to the winning bidder:

1, project completion general plan;

2, the overall building, structure, equipment installation completion figure;

3, affiliated public facilities, underground pipe network project completion figure;

4, related facilities and equipment installation, use and maintenance of technical data;

5, single project completion acceptance certificate;

6, housing quality assurance documents and housing instructions;

7, housing sales list and property information;

8. List of ownership and income of public facilities;

9. Other materials required for property management.
