I. Thought and Work Situation

(a) to strengthen the study, always insist on arming the mind with Scientific Outlook on Development, grasp the direction.

First, pay attention to daily study and accumulation. Although the task of safety supervision is very heavy, there is relatively little "quiet" time and no whole time for special study, I always keep the spirit of "squeezing" and "sponge" and good habits formed in the army and local areas for a long time, and use that time to learn and accumulate, so as to learn an article, listen to a report, carry out a major activity in combination with the actual work, write an experience and record one or two words of my own experience. Since the beginning of this year, combined with the situation of the party and the country and the task of safe production, * * * has cut and pasted 65 experiences, extracted them and compiled them, so that what he has learned and thought is written on paper and accumulated, which can be used to change his mind, expand his thinking, guide practice and innovate his work.

The second is to pay attention to the study and improvement of safety supervision business knowledge. This year, while continuing to study the Law on Work Safety, we have carefully studied the Regulations on Work Safety in Sichuan Province, the Reporting Regulations, the investigation and handling of work safety accidents (the State Council Order No.493) and the Letter of the State Administration of Work Safety on Several Issues Concerning the Identification of Work Safety Accidents (Political and Legal Letter No.49 [2007]). After the work of occupational safety and health in the workplace was officially handed over to our bureau, We have carefully studied a series of laws and regulations on work safety, such as the Law on the Prevention and Control of Occupational Diseases in People's Republic of China (PRC). In April, we participated in the second seminar for the heads of safety supervision departments in the whole province and completed the required business knowledge training. The present situation, causes, trends and countermeasures of safety production are studied. Special study on Sichuan Province Safety Production Regulations; Safety supervision of dangerous chemicals and fireworks; Standardize the safety supervision of grass-roots towns; Office standardization construction of county-level safety supervision departments; Excellent achievements have been made in learning the business knowledge of safety production, such as establishing a long-term mechanism of "strengthening the foundation and consolidating the foundation" for safety production, obtaining the professional ability training certificate of safety production supervision and supervision personnel in Sichuan Province, and improving the organization and leadership ability of safety production supervision and the level of administration according to law.

The third is to strengthen the study and practice of political theory. After the 17th National Congress of the Communist Party of China was held on June 5th this year 10, in addition to strengthening self-study, I also actively participated in the spiritual study of the 17th National Congress of the Communist Party of China and the two-day special study organized by the Organization Department of the Municipal Party Committee, and combined with my own thoughts and work practice, I wrote an experience article entitled "Insist on scientific development, keep in mind safe development and strengthen safe production". Through study, I deeply felt that the report of the 17th National Congress of the Communist Party of China made a scientific orientation for scientific development for the first time. When deploying social construction tasks, it particularly emphasized "persisting in safe development, strengthening the management and supervision of safety production, and effectively curbing serious and serious safety accidents", which put forward higher requirements for safety production. Only by arming the mind with Scientific Outlook on Development can we firmly grasp the correct direction of safe production; Only by using the concept of safe development to guide practice can we find a solution to the deep-seated contradiction of safe production; Only by pushing forward the work in the spirit of seeking truth and being pragmatic can we create new achievements in safety production supervision. At the same time, we learned three sentences: "development is the last word, scientific development is the last word, and safe development is the last word."

(two) pragmatic innovation, always adhere to high standards to guide the work, improve the quality.

In June last year, after the adjustment of the internal organs of our bureau, I assisted Director Chen in charge of the Coordination and Emergency Rescue Department, the First Supervision Department, the Second Supervision Department and the Municipal Safety Production Monitoring Center. In the middle of June this year 165438+ 10, the internal organs of our bureau were adjusted again, and I was in charge of the coordination office, the comprehensive supervision office, the municipal safety production monitoring center and the municipal safety production technology engineering center. Although the competent department has changed, the working standards and requirements remain unchanged, and a lot of work has been done in accordance with the principle of "good guidance, strong coordination and effective supervision".

First, organize and coordinate the daily work of the Municipal Safety Committee and the Safety Supervision Office. Pay close attention to special rectification of production safety, investigation and management of major hidden dangers, standardization construction, preparation of emergency plans and construction of emergency rescue system. Completed the construction of the supervision and management system of major hazard sources in * *, and passed the acceptance of experts and relevant departments in September. Completed the preparation and submission of three special plans, including the Emergency Plan for Work Safety Accidents and Disasters in * * City. In particular, the "Measures for the Implementation of * * City's Work Safety with One Post and Two Responsibilities" was issued, which was highly affirmed by provincial leaders and promoted throughout the province. In-depth investigation and management of potential safety hazards in key industries were carried out, the municipal major safety hazards 17 were announced, and the management system of major safety hazards was formulated, which promoted the regularization, institutionalization and standardization of investigation and management of potential safety hazards. In view of the actual work in the experimental area of coordinating urban and rural comprehensive reform in * *, a team was led to Tianjin Binhai New Area for investigation, and the Opinions of the Municipal Administration of Work Safety on Strengthening the Safety of Coordinating Urban and Rural Comprehensive Reform was completed. Focusing on the overall planning of urban and rural areas and the "four-in-one" scientific development strategy of the municipal party committee and the municipal government, combined with the reality of the breakthrough year of "Three Innovations", some working opinions were put forward, such as "Implementation Opinions on Strengthening the Safety Production Supervision Service Guarantee in the Breakthrough Year of" Three Innovations "and" Implementation Opinions on the Safety Production Supervision System in * * City ",which effectively guided and strengthened the safety production supervision work. Further deepen the standardization construction of safety production management in towns (streets), formulate the Detailed Rules for the Assessment of Safety Production Management Standardization Construction in * * villages (communities), and organize the assessment and acceptance of the compliance of safety production management standardization construction in 30 towns and streets and 14 villages (communities) in the city.

The second is to organize and urge a place to do a good job in safety production of industrial and commercial enterprises. Following last year's leading organization of relevant municipal departments to complete and issue the "Implementation Opinions on Strengthening the" Three Simultaneities "of construction projects in * *", this year, new explorations have been made in strengthening and standardizing enterprise safety supervision and management. On the basis of investigation and study, the Interim Provisions on Implementing the Main Responsibility of Work Safety for Production and Business Units in * * City and the Measures for Evaluating the Credit Rating of Work Safety for Enterprises in * * City were drafted, and 138 was revised. We continue to carry out safety and quality standardization activities in the machinery manufacturing industry. Recently, three pilot enterprises, Toyota Motor Corporation, Ace Motor Corporation and Shenzhen-Hong Kong Machinery Factory, have reached the standard, and their experience has effectively guided the construction of safety and quality standardization in the same industry in the city. In order to adapt to the "four batches" deployment of industrial projects of the municipal party committee and the municipal government, we will actively provide security services for the 2/kloc-0 industrial parks in the city, focusing on the research and guidance of high-tech zones, municipal economic development zones, Pixian County and chenghua district Industrial Parks. On this basis, we launched a pilot project to establish standardized safety production management in the city's industrial parks. Especially after receiving the work of occupational safety and health in the workplace in March this year, faced with the situation of no detailed information, no professionals and no funds, we took the lead in establishing an inter-departmental contact system of occupational safety and health bureau in the workplace from the foundation and mechanism. At the same time, since July, we have conducted a comprehensive survey of occupational hazards in the workplace and strengthened the training of occupational safety and health supervisors. * * * Train 37 1 person in each district (city) county safety supervision bureau, sub-district office and township backbone, so as to make the occupational safety and health work start late, with a high starting point, stable, practical and effective. Pay close attention to the implementation of workers' rights protection work, refine responsibilities, and follow up the results. Workers' rights protection work was fully affirmed by the assessment team of workers' rights protection special objectives, and scored 95 points.

The third is to organize and urge the Second Division to strengthen and innovate comprehensive supervision and management. Mainly for road traffic and building safety, which are two key areas prone to accidents, supervision, guidance and coordination have been implemented reasonably, forcefully and effectively. During the period of 65438+February this year, safety training was conducted for managers of passenger transport and construction enterprises in two batches. In terms of road traffic, we will strengthen coordination and cooperation with public security traffic control, municipal traffic commission and other departments, strengthen safety supervision of key routes, key road sections and key intersections, successively carry out special rectification of foreign vehicles, crack down on illegal operations, control overload and overrun, continue to create safe avenues and rectify "black spots" of road traffic, and intensify rectification and prevention of rational traffic. Under the great pressure of 1.7 million vehicles, 1.9 million kilometers of roads and 2.5 million drivers, the number of road traffic accident deaths in our city has dropped for five consecutive years, and it is expected that there will be a new breakthrough this year. In terms of construction safety, comprehensive guidance has been strengthened, suggestions have been put forward to further strengthen safety production in the construction field, the supervision responsibilities of various functional departments have been clarified, the safety supervision mechanism has been urged to be improved, and an inter-departmental liaison meeting system of the construction safety supervision bureau led by the Municipal Construction Committee has been established. With the expansion of the construction area of construction projects, especially the major subway construction projects started recently, the accidents in our city have been effectively controlled. So far, there have been no major accidents due to subway construction. In terms of fire protection in public gathering places, according to the instructions of the leaders in charge of the city, we took the lead in actively promoting the grid management of fire protection, and went deep into Jinjiang District for many times to guide the pilot work of grid management of fire protection. The experience of fire grid management in Jinjiang District has been popularized in the whole city. In the aspect of tourism safety, the competent authorities were instructed and urged to establish the inter-departmental contact meeting system of the Tourism Safety Supervision Bureau, and actively, actively, solidly and seriously participated in the work of creating the best tourist city in China, which was fully affirmed and highly praised by the leaders of the National Tourism Administration, the municipal leaders and the Municipal Tourism Administration. On August 23 this year, due to outstanding achievements in creating the best tourist city, individuals were commended by the municipal party Committee and the municipal government.

(three) strict requirements, always adhere to party discipline and self-discipline, and establish a good image.

Can seriously study the relevant provisions of the CPC Central Commission for Discipline Inspection, the Provincial Commission for Discipline Inspection, and the Municipal Commission for Discipline Inspection on leading cadres' honesty and self-discipline, and did not use their powers to intervene and intervene in bidding for construction projects, operating land use, real estate development and management, and property rights transactions of state-owned assets; Not using administrative law enforcement for personal gain; Do not accept gifts, securities and pay securities in violation of regulations; Did not play mahjong in official time, official place and grassroots, did not play mahjong with management and service objects to collect money or gamble in any form to collect money; There is no abuse of power for personal gain on the housing issue, and illegal occupation of housing occurs from time to time. Can conscientiously do a good job in building a clean and honest party style and anti-corruption work within the scope of duties. So far, no problems have been found in the construction of party style and clean government.

Second, the existing problems and improvement measures
