The management of military, police and other special dogs shall be carried out in accordance with the relevant provisions of the state. Article 3 Dog management shall follow the principles of combining management with service, combining supervision of government departments with participation of grass-roots organizations, and combining self-discipline of dog owners with public supervision. Article 4 The municipal, district (county) people's governments shall strengthen their leadership over dog management, establish a dog management coordination mechanism involving public security organs, agriculture and rural areas, urban management, market supervision, housing and urban and rural construction, health and health departments, organize, guide and supervise dog management, and coordinate and solve major problems in dog management. The agricultural and rural departments are responsible for dog immunization, quarantine, epidemic monitoring and the management of dog shelters, supervising and managing dog breeding, diagnosis and treatment, and organizing the harmless treatment of dog carcasses.

The health department is responsible for the prevention, publicity and education of rabies and other zoonotic diseases, and supervises and manages the supply, inoculation and diagnosis and treatment of rabies vaccine for human use.

The market supervision department is responsible for the industrial and commercial registration, supervision and management of dog business activities.

Neighborhood offices and township (town) people's governments shall cooperate with relevant competent departments to do a good job in dog management. Article 6 The neighborhood (village) committee, the owners' committee and the realty service enterprise shall assist the relevant departments to carry out dog management, publicize and educate the neighborhood (village) people, guide and urge dog owners to fulfill their legal obligations, discourage illegal dog-raising behaviors, and mediate dog-raising disputes in a timely manner.

Neighborhood (village) committees and owners' committees may formulate conventions on matters related to dog management in their residential areas, and supervise their implementation. Seventh city, district (county) people's government and relevant departments should carry out publicity and education on dog raising according to law, civilized dog raising and rabies prevention and control through various forms.

News media such as radio, television, newspapers, websites, etc. should strengthen social morality education and dog-raising knowledge propaganda, and guide dog owners to form good dog-raising habits. Eighth to encourage relevant industry associations, animal protection organizations and other social groups to participate in dog management and service activities, to carry out publicity and education.

Encourage volunteer organizations and volunteers to participate in dog management and service activities. Ninth any unit or individual has the right to dissuade, report and complain about illegal dog raising.

It is forbidden to raise, breed and manage strong dogs and large dogs.

The list of forbidden dogs and large dogs shall be determined by the municipal public security organ in conjunction with the municipal agricultural and rural departments, approved by the Municipal People's government and announced to the public. Chapter III Dog Immunization and Registration Article 14 A rabies compulsory immunization system shall be implemented for dogs.

Dog owners should regularly bring their dogs to the animal epidemic prevention and control institutions affiliated to the agricultural and rural departments or the animal diagnosis and treatment institutions determined according to law for rabies immunization and drug deworming, and obtain proof of dog immunization.

Newborn puppies are immunized against rabies at the age of three months, the second immunization at the age of twelve months, and then once a year. Immunization of other epidemics shall be handled in accordance with relevant regulations.

The dog immunization certificate should have a photo of the dog, and specify the breed, height, body length, weight, coat color and immunity of the dog.
