According to the relevant provisions of Articles 11 and 12 of the Property Management Regulations:

Article 11

The following matters shall be decided by the owner of zhi * * * *:

(four) the selection and dismissal of property services companies;

(five) to raise and use special maintenance funds;

(six) the renovation of buildings and their ancillary facilities;

(seven) other major matters related to the management of * * * and * * *.

Article 12

The meeting of the owners' congress may take the form of collective discussion or written comments; However, there should be owners whose exclusive parts account for more than half of the total construction area and more than half of the total number of owners in the property management area.

Article 12 stipulates that more than half of the owners can sign the resolution of the owners' meeting in the form of written comments, and they can hire and dismiss the property service enterprises according to the provisions of Article 11.

Therefore, according to the regulations, the owner can request to change the property. However, the owners' meeting must be held, and the property can only be changed with the consent of more than two thirds of the owners. At the same time, the owners' committee will be set up to implement the property replacement work. In this way, the price of the property through bidding is relatively low.
