Regulations of Fuzhou Municipality on Eliminating Four Pests

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations and in the light of the actual situation of this Municipality in order to control and eliminate the four pests (hereinafter referred to as the four pests), prevent the spread of diseases and protect human health. Article 2 These Regulations shall apply to the activities of eliminating the four pests and their management within the administrative area of this Municipality. Article 3 patriotic health campaign committee, a city or county (city, district), under the leadership of the people's government at the same level, is responsible for organizing and coordinating the work of eliminating the four pests within its administrative area. Patriotic health campaign committee member units should perform the duties of eliminating the four pests according to the division of responsibilities. Fourth city and county (city, district) people's government patriotic health department is responsible for the supervision and management of the four pests within their respective administrative areas. Article 5 The principle of government organization, hierarchical management, departmental cooperation, unit responsibility and participation of the whole people shall be implemented in the work of eliminating the four pests.

In addition to the four pests, prevention is the main task, and comprehensive scientific prevention and control measures focusing on environmental governance are implemented. Article 6 People's governments at all levels shall incorporate the work of eliminating the four pests into the national economic and social development plan, include the funds for eliminating the four pests in the fiscal budget, strengthen the construction of public health facilities, and organize and mobilize the whole society to participate in the activities of eliminating the four pests. Chapter II Responsibility and Measures for Prevention and Control Article 7 People's governments at all levels shall, in accordance with the law of the growth and decline of the four pests and in combination with patriotic health activities, uniformly organize and carry out activities to eliminate the four pests and their breeding grounds.

Article 11 The administrative department of health shall, in accordance with the law, incorporate the four pests into the hygiene management of food production and operation, and supervise and inspect the facilities for preventing flies and rodents or the control of the density of the four pests in food hygiene operation. Twelfth construction administrative departments shall incorporate the work of eliminating four pests in construction sites into the content of civilized construction management of construction projects.

Municipal public facilities management institutions shall take measures to control and eliminate the four pests of municipal public facilities such as urban drainage systems and sewage treatment plants. Article 13 Township (town) people's governments, sub-district offices and village (neighborhood) committees shall organize units and village (neighborhood) people within their jurisdiction to carry out activities to eliminate the four pests and their breeding grounds.

The township (town) people's government shall, in accordance with the relevant provisions of the state, build and renovate public toilets, organize village (neighborhood) residents to rebuild harmless household toilets, and plan and construct garbage disposal facilities and compost yards in towns and villages where conditions permit. The management unit is responsible for eliminating the four pests of urban public roads, public green spaces, scenic spots, parks and inland rivers. Sixteenth units should carry out health education and publicity on pest control and disease prevention.

Units and individuals shall regularly carry out the activities of eliminating the four pests, and participate in the unified activities of eliminating the four pests and their breeding places in accordance with the requirements of local sub-district offices, township (town) people's governments and village (neighborhood) committees. Seventeenth units and individuals shall, according to their respective responsibilities, take the following measures to eliminate the four pests and their breeding places:

(a) to keep the indoor and outdoor environment clean and tidy, and to remove stagnant water and organic garbage that are easy to breed four pests;

(2) Take measures such as closing, washing, disinfecting, leveling and dredging places that are easy to breed and gather the four pests, such as toilets, sewers, cable (communication) ditches, garbage collection containers and water storage places;

(3) Septic tanks shall be sealed, cleaned regularly and treated harmlessly;

(four) in accordance with the relevant provisions of the state, units and places that need to set up fly and mouse prevention facilities shall set up fly and mouse prevention facilities in accordance with national standards;

(five) restaurants, food processing and sales, warehouses, farmers' markets, supermarkets and other key units and places in addition to the four pests. There is a perfect system for eliminating the four pests, a special person is responsible for eliminating the four pests, and effective measures such as plugging holes and plastering seams are taken to make the density of the four pests meet the control standards stipulated by the state;

(6) Slaughterhouses, farms and feedlots shall adopt comprehensive environmental control measures, clean up livestock manure and organic wastes in time, and often wash places to kill the four pests;

(seven) other effective measures to eliminate the four pests and their breeding places.
