The notice stipulates that the parking spaces and garages planned for parking cars in the building division should first meet the needs of the owners. The construction unit of a real estate development project (hereinafter referred to as the "construction unit") must make initial registration and confirm the ownership before selling the parking spaces and garages planned for parking cars within the building division. In the division of residential buildings, if the parking spaces and garages planned for motor vehicle parking have not been sold, the construction unit shall rent them out. Before the construction unit rents out the parking spaces and garages planned for parking cars within the building division, it shall complete the planning acceptance according to law, and shall not refuse to provide parking services in the name of "only selling without renting".

The notice stressed that if the construction unit rents the parking spaces and garages planned for parking cars in the building division, it should first rent them to the owners and property users in the building division; After meeting the needs of the owners and property users in this building division, the construction unit may lease the parking spaces and garages to units or individuals other than the owners and property users in this building division, but the lease term shall not exceed six months.

The notice requires that if the construction unit sells the parking spaces and garages planned for parking cars in the building division, and the number of parking spaces and garages does not exceed the number of houses in the building division, the owners in the building division can only buy one parking space or garage for each house purchased; If the number of parking spaces and garages exceeds the number of houses in this building division, the construction unit may sell the remaining parking spaces and garages to the owners who need to buy two or more parking spaces and garages in this building division, as well as units or individuals other than the owners in this building division on the premise that the owners can buy or rent parking spaces and garages in this building division. If the construction unit needs to suspend business or cancel, and there are still parking spaces and garages that are not sold, the remaining parking spaces can be transferred as a whole.
