Article 2 These Regulations shall apply to the city appearance and environmental sanitation management activities in the urban built-up areas where the people's governments of cities and counties are located and other areas where urbanization management is implemented.

The specific scope of other areas subject to urbanization management shall be delineated and promulgated by the people's governments at or above the county level. Article 3 The management of city appearance and environmental sanitation shall adhere to the principles of unified leadership, graded responsibility, territorial management, division of responsibilities, public participation and social supervision. Article 4 The people's governments of cities and counties (districts) shall strengthen their leadership over the work of city appearance and environmental sanitation, incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, straighten out the urban management system, increase public financial input, improve infrastructure, and improve the level of urban management and public services.

All kinds of development zone management institutions established by the Municipal People's Government are responsible for the management of city appearance and environmental sanitation in this area.

Street offices and Township People's governments shall be responsible for the management of city appearance and environmental sanitation in their respective jurisdictions. Article 5 The comprehensive law enforcement department of urban management shall be responsible for the management of city appearance and environmental sanitation, and guide, supervise and assess the management and law enforcement of city appearance and environmental sanitation. Other relevant departments of the people's governments of cities and counties (districts) shall perform their respective management duties according to law and do a good job in the management of city appearance and environmental sanitation. Article 6 The comprehensive law enforcement departments of urban management of cities and counties shall, jointly with the competent departments of urban and rural planning and housing and urban-rural construction, work out a special plan for city appearance and environmental sanitation in the region according to the overall urban planning, and report it to the people's government at the same level for approval before implementation. Seventh people's governments at all levels should strengthen the publicity and education of city appearance and environmental sanitation knowledge, and create a good atmosphere for maintaining city appearance and environmental sanitation.

Education administrative departments and schools should incorporate the knowledge of city appearance and environmental sanitation into school education, organize students to carry out practical activities of city appearance and environmental sanitation education, and cultivate students' awareness of environmental sanitation.

Business units in railway stations, bus stations, squares, tourist attractions, bazaars, large shopping malls, supermarkets and other public places shall strengthen publicity on city appearance and environmental sanitation.

Advertising agents in newspapers, radio, television, websites and other media and public places shall arrange public welfare publicity content in the aspect of city appearance and environmental sanitation. Eighth any unit or individual has the right to discourage and report acts that undermine the city appearance and environmental sanitation.

Advocate residents' committees to organize residents to formulate residents' conventions on maintaining city appearance and environmental sanitation, and encourage residents to actively participate in maintaining city appearance and environmental sanitation. Chapter II Responsibility for City Appearance and Environmental Sanitation Article 9 This Municipality implements the responsibility system for city appearance and environmental sanitation management.

The principle of determining the person responsible for city appearance and environmental sanitation is that buildings, structures, facilities and places are the responsibility of the owners or managers; Where the owner, manager and user agree on management responsibilities, the agreed responsible person shall be responsible. Article 10 The responsible person in the responsible area shall be determined in accordance with the following provisions:

(a) the main streets, bridges, footbridges, bridges and culverts and other urban public areas are responsible for the professional units of city appearance and environmental sanitation;

(2) Residential areas, including streets and residential areas. , handled by the street office; The implementation of property management area, responsible for the property service enterprises;

(three) the courtyard and approved area of organs, organizations, military units, enterprises and other units shall be in charge of the unit;

(four) railway stations, bus stations, bus stations, urban railway lines, parking lots, gas stations, tourist attractions, cultural and sports venues, storage areas, etc. , by the management unit or operator is responsible for;

(5) The construction unit is responsible for the land under construction, the property right unit is responsible for the land to be built, and the local government is responsible for the collection and demolition site and the government storage site;

(six) urban waters, squares, parks, gardens, green belts, flower beds, by the management unit;

(seven) public toilets, septic tanks, garbage transfer stations and other environmental sanitation facilities, the management unit is responsible for;

(eight) markets, shopping malls, restaurants, hotels, exhibition venues by the management unit or operator is responsible for; Commercial stalls and street shops are operated by operators;

(9) Newsstands, newspaper reading columns, breakfast kiosks, unmanned kiosks, outdoor advertising facilities, posting boxes, box-type power distribution rooms, communication junction boxes, well (box) covers and other facilities, and pipelines and underground pipe corridors erected in the air shall be the responsibility of the operators; If there is no operator, the manager shall be responsible.

If the responsible area and person are not clear, it shall be determined by the comprehensive law enforcement department of local urban management in conjunction with the street office. Eleventh city appearance and environmental sanitation responsibility area responsible person shall perform the following duties:

(a) to keep the city clean and orderly, discourage or report violations of parking, stall, set up, post, depict, scribble, hang, pile up items;

(two) keep the environment clean and tidy, and promptly remove plastic bags, beverage boxes, cigarette butts, paper scraps, feces, muck and other exposed garbage;
