Legal basis: Article 44 of the Regulations of People's Republic of China (PRC) Municipality on Property Management. It can be seen that the property management company only accepts the commission to collect fees such as utilities. When the owner fails to pay the utilities, the property management company can stop supplying water and electricity to the owner according to the authorization of the water supply and power supply unit. However, it is only limited to the case that the owner does not pay the water and electricity fee, regardless of whether the property fee is paid or not.
