According to the circular, in order to promote information sharing between departments, the lessee can apply for a residence permit and enjoy relevant public services in accordance with the relevant provisions of the state with relevant supporting materials such as registered housing lease contracts. The circular also identified Guangzhou, Shenzhen, Nanjing, Hangzhou, Xiamen, Foshan, Zhaoqing and other large and medium-sized cities with 12 net population inflow to carry out pilot work.

The relevant person in charge of the Ministry of Housing and Urban-Rural Development said that the rights and obligations of the leasing parties will be clarified through legislation, the legitimate rights and interests of the parties will be protected, and a system for stabilizing the lease term and rent will be established, so that the leased residents will gradually enjoy the same treatment as the buyers in terms of basic public services.

Beijing and Shanghai still focus on "renting and purchasing at the same time"

Compared with the above-mentioned cities that have been identified as pilot cities for lease development and cities that have introduced lease settlement measures, first-tier cities such as Beijing and Shanghai are still striving to "rent and purchase simultaneously".

Shanghai

On July 27th, Beijing Municipal Commission of Housing and Urban-Rural Development announced that five collective land rental housing projects in Beijing will complete the house selection and occupancy work one after another before the end of the year. In the future, we will expand the financing channels for rental housing construction, promote the structural reform of the supply side of the real estate market, and accelerate the establishment of a housing system with both purchase and rent.
