Regulations of Yinchuan Municipality on Promoting the Construction of Smart Cities

Chapter I General Provisions Article 1 In order to promote the construction and management of smart cities, these Regulations are formulated in accordance with relevant laws and regulations and in light of actual conditions. Article 2 These Regulations shall apply to the construction and management activities of smart cities within the administrative area of this Municipality. Article 3 The term "smart city" as mentioned in these Regulations refers to the use of information technologies such as Internet, Internet of Things, cloud computing, big data and spatial geographic information to promote the intelligentization of urban planning, construction, management and service, and to build a modern urban intelligent management, operation and public service system that benefits the people, the people and the people. Article 4 The construction of smart cities shall follow the principles of people-oriented, service-oriented, overall planning, resource sharing, adjusting measures to local conditions, controllable and manageable, and ensuring safety. Article 5 The municipal and county (city) people's governments shall incorporate the construction and management of smart cities into the national economic and social development plan, and establish an organization and coordination mechanism for the development of smart cities. Article 6 The competent department of big data of smart cities in the city is the competent department of smart city construction and management, and is responsible for the construction and management of smart cities.

The relevant departments of the people's governments of cities and counties (cities) shall, according to their respective responsibilities, do a good job in the construction and management of smart cities. Chapter II Development Planning Article 9 The preparation of a master plan for the development of smart cities shall follow the principles of overall planning between urban and rural areas, balanced development, intensive construction and resource sharing, promote the innovative application of information technology and the development of smart applications in public services, and promote the construction of smart cities. Article 10 The master plan for the development of smart cities shall be compiled by the competent department of big data of smart cities in conjunction with relevant departments according to the relevant requirements of informatization and information industry development of the state and autonomous regions, and shall be implemented after being approved by the Municipal People's Government. After the master plan of smart city development is approved, no unit or individual may modify or change it without authorization; If adjustment is really necessary, it shall be submitted for approval in accordance with the original examination and approval procedures. Chapter III Information Infrastructure Enjoy Article 12 The information infrastructure mentioned in these Regulations refers to communication networks, radio and television networks, Internet, Internet of Things, cloud computing infrastructure, public big data platforms, perception networks and their supporting environment facilities. Thirteenth smart city development master plan to set up smart city information infrastructure buildings, structures and public facilities, government investment projects should be in accordance with the relevant architectural design standards, reserve the required computer room, power supply, pipelines and space. Fifteenth new construction, renovation or relocation of smart city information infrastructure, should be in line with the overall planning of smart city development. To change or relocate the information infrastructure of a smart city, the opinions of the property owners or users shall be sought, and the consent of the competent department of big data of the smart city shall be obtained. Chapter IV Information Collection Article 16 The municipal and county (city) people's governments shall integrate resources, build facilities to support the big data platform of smart cities, and promote the interconnection of communication networks and the expansion and upgrading of communication backbone networks. Seventeenth city, county (city) District People's Government shall rely on the smart city big data platform to collect, store, enjoy and disclose * * * data and other data.

Unless otherwise stipulated by laws and regulations, public institutions should migrate the existing information system data to the smart city big data platform to realize data sharing applications.

Encourage other information systems to migrate to the smart city big data platform, share it through the smart city big data platform, and open it to the society. Eighteenth smart city big data departments should be smart city big data platform * * * to enjoy the public * * * data risk audit; If it is found that there may be risks, it shall inform the provider in time, and the provider shall deal with them in time and give feedback.

Access to public data should follow the principles of legal management, voluntary provision, free service, convenience, high efficiency, safety and reliability, and the contents should be true, accurate and complete. Article 19 The competent department of big data in smart cities in the city shall organize relevant departments, teaching and research institutions to carry out research on standards related to the development and application of big data, and establish a standard system for the development and application of big data.

Encourage big data companies to study and formulate relevant standards for the development and application of big data. Twentieth smart city big data department should establish a public open list system.
