What aspects should be included in the greening management of residential areas?
The establishment of the "Chaoyang District Residential Area Greening Management Leading Group" is responsible for organizing and coordinating the greening management of residential areas. Its members include the main leaders of the District Construction Committee, Agriculture Committee, Street Office, Municipal Management Committee, Greening Bureau, Housing Authority, Urban Management Supervision Brigade and other departments. The office of the leading group is located in the office of Chaoyang District Greening Committee (hereinafter referred to as Greening Office).
Second, define the scope and unify the standards.
(1) The management scope of greening in residential areas refers to the vertical greening in front of and behind the building, public green space in the building area, trees along the street and the building area.
(2) For the greening of residential areas, refer to the Greening Standard for Residential Areas in Chaoyang District (see Annex 1).
(III) Greening management of residential quarters included in the management scope If there is a property management unit, the property management unit shall be responsible for implementing standardized and professional management, and the required expenses shall be solved by the property fees charged by the property company. If there is no property management unit, the property unit in the residential area is responsible. If the property right unit in the residential area is temporarily uncertain, the office in the jurisdiction shall be responsible for it.
Third, implement responsibilities and strengthen supervision.
(1) District Greening Office: coordinate relevant offices to supervise and inspect the greening management and protection of residential quarters within their jurisdiction, and coordinate and solve problems in time when found.
(2) District Greening Bureau: Strengthen business guidance on greening management and protection of residential areas, and improve management and protection level.
(3) Urban management department: Urban management organizations at all levels in the jurisdiction are responsible for investigating and dealing with all kinds of acts of destroying green space.
(4) Street offices and district offices:
1. The greening design, construction and maintenance management of residential areas should be combined, and the responsibility system for maintenance management should be formulated and implemented, so that the tasks are clear and the responsibilities should be assigned to people, and the greening management of the area should be effectively promoted.
2. Be responsible for the implementation, supervision and inspection in strict accordance with the Greening Standard for Residential Areas in Chaoyang District, and put an end to the phenomenon of abandoning management, demotion, encroachment on green space and changing the nature of the use of green space and garden facilities.
3. In the next stage, each office will determine the green space grade of all residential areas within its jurisdiction according to the Quality Standard for Greening Maintenance Grade Zi [1999] No.047 issued by the Municipal Bureau and the local standard of Beijing (2003-10/implementation).
(five) responsible units and property management enterprises in residential areas:
1, according to the "Greening Standard for Residential Areas in Chaoyang District", do a good job in self-inspection of greening in residential areas, solve existing problems in time, and promote the overall level of greening.
2, formulate and implement the responsibility system of maintenance management, determine the full-time personnel management, improve the maintenance management measures, do a good job in the maintenance and protection of all kinds of flowers, trees, garden facilities and infrastructure.
Fourth, do a good job in publicity and participate extensively.
Through radio, television, blackboard newspaper, window and other forms to publicize the laws, regulations and systems of greening and beautification, educate the masses and primary and secondary school students to love trees and protect green, effectively raise the masses' awareness of the importance of green space management and protection, let more people consciously participate in the management and protection work, and comprehensively improve the level of green space management and protection in residential quarters.
Five, appraised and punished, strict rewards and punishments.
The Chaoyang District Greening Committee will organize relevant personnel to conduct a comprehensive inspection on the greening management of residential quarters every year, implement comprehensive appraisal activities, evaluate "beautiful greening quarters" and give material rewards and recognition to beautiful greening quarters.
All streets and regional offices shall conduct a general survey of residential areas within their jurisdiction, and urge the residential areas with declining green space maintenance and management level and imperfect technical measures to carry out rectification. After re-inspection of the communities with no improvement in rectification effect, they will be given to informed criticism, and if the circumstances are serious, they will be notified in Chaoyang Daily.
