Does the owners' committee have the power to lock the electricity meter?

Neighborhood committees have no right to cut off electricity. Must be illegal and tort.

The reason for this is the following：

China's laws and regulations on property management do not give the owners' committee this right. The owners' committee can only supervise and assist the realty service enterprise to fulfill the realty service contract, and demand to pay the property fee you owe.

The Ministry of Housing and Urban-Rural Development issued Article 35 of the Guidelines for Owners' Committees, which stipulates that the owners' committees shall perform the following duties:

"(a) the implementation of the decisions and resolutions of the owners' congress.

(two) to convene a meeting of the owners' congress and report on the implementation of property management.

(three) signed a realty service contract with the realty service enterprise selected by the owners' congress.

4) timely understand the opinions and suggestions of the owners and property users, and supervise and assist the property service enterprises to perform the property service contract.

(five) the implementation of supervision and management regulations.

(six) to urge the owners to pay property service fees and other related expenses.

(seven) to organize and supervise the collection and use of special maintenance funds.
