First, the level of jurisdiction refers to one of the trial jurisdictions, also known as "trial jurisdiction" and "transaction jurisdiction". The division of jurisdiction of judicial institutions at all levels over cases of first instance is mainly determined according to the nature, seriousness and scope of influence of the case.

Second, according to the first section of Chapter II of the Civil Procedure Law of People's Republic of China (PRC), jurisdiction is divided into the following four levels, including civil cases under the jurisdiction of the Intermediate People's Court:

1, article 36? If the people's court finds that the accepted case is not under its jurisdiction, it shall transfer it to the people's court with jurisdiction, and the transferred people's court shall accept it. If the transferred people's court considers that the transferred case does not belong to its own jurisdiction according to the regulations, it shall report to the people's court at a higher level for designated jurisdiction and shall not transfer it by itself.

2. Article 37? If the people's court with jurisdiction cannot exercise jurisdiction due to special reasons, the people's court at a higher level shall designate jurisdiction. Disputes arising from jurisdiction between people's courts shall be settled by both parties to the dispute through consultation; If negotiation fails, it shall be reported to the people's court at a higher level for designated jurisdiction.

3. Article 38? The people's court at a higher level has the right to hear civil cases of first instance under the jurisdiction of the people's court at a lower level; If it is really necessary to transfer a civil case of first instance under the jurisdiction of this court to a lower people's court for trial, it shall be submitted to a higher people's court for approval. If a people's court at a lower level thinks that a civil case of first instance under its jurisdiction needs to be tried by a people's court at a higher level, it may report it to a people's court at a higher level for trial.
