I. Network platform service function 1. Information release. Online freight operators rely on the network platform to provide real and effective information on goods supply and transportation capacity for shippers and actual carriers, and manage the information on goods supply and vehicles, including but not limited to the functions of information release, screening, modification, push and cancellation.
2. Online trading. Network freight operators should organize the transportation capacity online through the network platform, effectively integrate the supply of goods and transportation resources, realize the accurate deployment of information, generate electronic waybills and complete online transactions.
3. Full monitoring. The network platform should dynamically monitor the transportation position, trajectory and status by itself or by using a third-party platform, and have the function of effectively controlling the loading and unloading and settlement, and the ability to track, record, store and analyze the whole process of logistics information; Real-time driving trajectory data including time and geographical location information shall be recorded; It is appropriate to display the actual carrier's driver and vehicle transportation trajectory in real time, and realize the functions of early warning of the expiration of the actual carrier's relevant qualification certificate, violation alarm and so on.
4. Financial payment. The network platform should have the functions of verification and reconciliation, transaction details inquiry, fund operation list generation and so on, and should have the function of online payment.
5. Consulting complaints. The network platform should have the functions of consultation, complaint reporting and result feedback.
6. Online evaluation. The network platform should have the function of credit scoring and rating for shippers and actual carriers.
7. Query statistics. The network platform should have information query functions, including information classification such as waybill, capital flow, transportation track, credit record and complaint handling, household query and data statistical analysis functions.
8. Data retrieval. The network platform should have the conditions for transportation, taxation and other relevant departments to obtain data according to law.
Second, the service and requirements
(1) data review.
1. Shipper information. Online freight operators should register and check the shipper's information on the platform: if the shipper is a legal person, the information includes the shipper's name and legal representative, unified social credit code, contact person, contact information, mailing address and other basic information, and keep a scanned copy of the business license; If the shipper is a natural person, the information includes the shipper's name, valid certificate number, contact information and scanned copy of valid certificate.
2. Actual carrier information. Network freight operators should require the actual carrier to register and check the following information on the network platform: basic information such as the name of the actual carrier, road transport business license number, unified social credit code (or ID number); Driver's name, ID number, contact information, road transport qualification certificate number and motor vehicle driver's license number; Vehicle license plate number, vehicle license plate color, vehicle road transport license number, vehicle driving license file number, vehicle total mass, approved load mass and overall dimensions (for ordinary road cargo transport vehicles of 4.5 tons and below, it is not necessary to register the road transport business license number, road transport license number and driver qualification certificate number).
Network freight operators shall keep the following valid scanned copies: the actual carrier's business license, ID card and other scanned copies; Driver's ID card, motor vehicle driving license and road transport qualification certificate; Vehicle driving license, road transport certificate (trailer, 4.5 tons and below ordinary road cargo transport vehicles engaged in ordinary road cargo transport business, there is no need to upload road transport business license, road transport certificate, driver qualification certificate). Network freight operators shall review the qualification information of the actual carrier, and may entrust them to engage in transportation business only after passing the examination.
(2) sign a contract. Network freight operators shall, in accordance with the requirements of the People's Republic of China (PRC) Contract Law, sign transport contracts with the shipper and the actual carrier respectively, with the main contents including but not limited to:
1. Party information: including the names and contact information of the shipper, consignee, online freight operator and actual carrier;
2. Service content: including cargo information, mode of transportation, origin and destination, transportation price, quota requirements, etc.
3. Rights and obligations of the parties;
4. Freight settlement method; This contract shall be kept for not less than 3 years from the date of signing.
(3) Monitoring of transportation process. After generating the waybill number, the network freight operator should collect the dynamic information of the actual transportation trajectory of the carrier vehicle in real time, and collect and upload the geographical position information of the driver in real time when the goods are shipped and confirmed to be delivered under the authorization of the driver, so as to realize the transparent and dynamic management of the whole process of transaction, transportation and settlement. Network freight operators should urge the actual carrier to keep the on-board satellite positioning device online when using heavy-duty general trucks and semi-trailer tractors with a tonnage of 12 or more to undertake transportation tasks. Network freight operators shall ensure that the vehicles and drivers providing services online are consistent with those actually providing services offline. Network freight operators shall not fabricate transport transactions and entrust each other with transport services.
(4) Delivery and acceptance.
1. Delivery and loading. Network freight operators shall engage in business activities within the permitted business scope and shall not illegally carry dangerous goods. Network freight operators engaged in the transportation of less-than-carload goods shall check the identity of registered shippers in accordance with the relevant requirements of the Service Specification for Road Less-than-carload Goods Transportation, and urge the actual carriers to carry out safety inspection or unsealing inspection on the goods. When receiving a report from the actual carrier on the discovery of prohibited items, suspicious items or hidden dangerous goods, the online freight operator shall promptly report to the public security organ or the relevant department.
2. Delivery and unloading. After the consignee confirms the receipt, the actual carrier shall upload the delivery information to the freight operator's network platform in time. If there is any objection when the goods are delivered, the network freight operator shall deal with it in time.
(5) Freight settlement.
1. Settlement process. The network freight operator shall pay the freight to the actual carrier in time according to the contract.
2. Payment method. Online freight operators should cooperate with banks and other financial institutions and third-party payment platforms to realize transaction traceability through electronic payment.
(6) information uploading. Network freight operators shall upload the waybill data to the provincial network freight information monitoring system in real time after the consignee confirms the receipt in accordance with the requirements of the access guide of the network freight information interactive system of the Ministry. The network freight operator shall upload the information of the fund operation list to the provincial network freight information monitoring system in real time after the settlement is completed.
(7) insurance claims. Encourage network freight operators to take measures such as insuring the carrier's liability insurance for road freight transportation on the network platform to protect the legitimate rights and interests of shippers.
(8) Handling of complaints.
1. Online freight operators shall establish a convenient and effective complaint reporting mechanism and disclose information such as complaint reporting methods, including service telephone numbers, complaint methods and handling procedures. Encourage online freight operators to establish an online complaint reporting mechanism.
2. The network freight operator shall give an effective reply within 24 hours after receiving the complaint report, handle it in time and inform the complainant of the result.
3. Network freight operators should strengthen the summary and analysis of information related to complaint handling, and publicize the satisfaction rate of complaint handling on the network platform. Timely discover management deficiencies and loopholes, formulate improvement measures, and continuously improve service quality.
(9) Credit evaluation. Network freight operators should establish a fair and just credit evaluation system for the actual carriers, and make a comprehensive evaluation around transportation efficiency, transportation safety, service quality and customer satisfaction, and the evaluation results will be publicized on the network platform. According to the credit evaluation results, the actual carrier withdrawal mechanism is established.
