In order to thoroughly implement the spirit of the national video conference on the 100-day investigation and rectification of security risks in prisons' reeducation-through-labor places, ensure the continuous security and stability of our prisons, and create a harmonious and stable social environment for the victory of the 18th National Congress of the Communist Party of China, the "100-day investigation and rectification of security risks" was carried out in all prisons from XXXXX to XXXXX in accordance with the unified deployment of the Ministry of Justice and the Provincial Prison Administration.

I. Objectives of investigation and rectification activities

Comprehensively investigate and rectify all kinds of hidden dangers in prisons, further strengthen the standardized management of prisons, and strive to achieve "three guarantees" (to ensure the realization of "four noes", that is, no criminals escape, no serious prison cases, no major production safety accidents, no major epidemics, no provincial groups petitioning in Beijing, and no media hype), so as to create a harmonious and stable social environment for the victory of the 18th National Congress of the Communist Party of China.

Second, the focus of the investigation and rectification activities

It is necessary to profoundly absorb prison cases (premeditated cases) and various accidents that have occurred inside and outside the province in recent years, firmly grasp the various security risks existing in prison work, and focus on the investigation and rectification from the following seven aspects:

4. Check whether the police on duty are equipped with single police equipment in accordance with the requirements of Henan Prison People's Police Single Police Equipment Standard, and whether the police on duty are equipped with wireless alarms.

5. Check whether the computers used by criminals are connected to the Internet or install wireless Internet access equipment to prevent criminals from contacting the outside world through the Internet.

6, check whether the flood control and drainage facilities are smooth and solid, flood control plan, flood control materials preparation.

(2) Supervision and safety system

1, check the implementation of the prison gate management system, especially whether the police on duty, security inspection, vehicle inspection, personnel and articles inspection are in place, whether the prison gate AB is guarded by the prison police, and whether the personnel and vehicles entering and leaving are inspected as required.

3, check the implementation of the prison investigation system, check whether the prison has set up a special prison investigation agency, equipped with full-time investigators, the implementation of special funds, equipped with prison investigation technology and equipment, whether the eyes and ears are established and used according to regulations, whether the rewards for active eyes and ears are implemented, and whether the clues of criminal activities in the prison can be grasped in time and solved quickly.

4. Check the implementation of the contraband inventory system, check whether the prison area insists on conducting daily searches on criminals, whether the study, work and living places are regularly counted, and whether the criminals have contraband such as mobile phones, drugs, cash, casual clothes, ropes, wigs, military and police uniforms, and electronic products with wireless communication and storage functions.

5. Check the implementation of the dangerous goods management system in the prison area, focusing on whether to set up a special warehouse for dangerous goods that may be used as escape tools, murder weapons or may cause safety accidents, such as climbing objects, insulators, drugs, raw materials for production, sharp instruments and blunt instruments, which will be directly managed by the police or workers, and strictly implement the relevant systems of receiving, recycling, counting and registration.

6. Check whether the prison scientifically arranges the night shift standby police force and concentrates on accommodation, whether the three-person duty system of night shift police is put in place, and whether the prison duty leader conducts inspections on each duty post.

7, check the implementation of the system of medical parole for criminals, check whether the medical parole for criminals is strictly examined and approved in accordance with the relevant provisions of the provincial bureau, and whether the clinic is equipped with monitoring, alarm and other facilities. 9. Check the implementation of prison situation analysis and judgment system and discipline meeting system, whether the prison holds 1-2 prison situation analysis meeting every month and discipline meeting every week, and whether the corresponding rectification measures are implemented for the problems analyzed and judged.

10, check the implementation of the education reform system, check whether the police implement individual education regulations, and whether they know the physical health, crime situation, reform performance and family situation of the criminals under their control. Check whether prisons carry out various forms of cultural and sports activities, so that criminals can be reformed in an atmosphere of physical and mental health and correction of bad habits.

(3) Management of key personnel

3. Investigate and rectify the hidden dangers of workplace management, and check whether the prison organizes criminals to work in designated areas and designated posts and sets corresponding signs, and whether there are illegal orders, illegal operations and violations of labor discipline in the workplace.

4. Investigate and rectify hidden dangers in occupational protection and labor protection, and focus on checking whether safety protection measures have been taken for high-risk posts with occupational hazards, whether labor protection articles have been provided for criminals according to regulations, and supervise and educate them to wear them as required.

5. (6) Team management

1, check whether the police officers have a clear understanding of the safe and stable work situation, whether there is slack and paralysis, whether there is perfunctory phenomenon, and whether the prison has carried out warning education among the police officers.

2, check the prison, prison leaders to perform their duties, to understand whether the main person in charge of the safety and stability work in an important position, whether the team has cohesion and combat effectiveness, whether the police team can achieve strict management and strict supervision.

3. Check the prison police force, and check whether the proportion of prisoners in the frontline police in the prison area reaches 8%. Whether the prison will set the departments directly responsible for law enforcement, management, education and reform in the supervision area, and whether the arrangement of prison duty and standby police force is scientific and reasonable.

4. Check whether police employees drink alcohol, carry mobile phones and other contraband into prison after work, sleep and on duty.

5. Investigate the ideological and political work of police officers to find out whether there are contradictions within the police officers, whether there are signs of abnormal petitions, and whether the education management measures have been implemented for key personnel.

6. Investigate the implementation of the petition system, whether to actively carry out the analysis, judgment and investigation of contradictions and disputes, whether to implement the leadership contract system, whether to carry out the reception of leading cadres, and whether to strictly implement the information reporting system.

(7) Emergency management and public opinion handling.

1, check whether the prison has formulated a complete plan to deal with escape, violent prison rush, hostage taking, assaulting police officers, production safety accidents, fires, major epidemics and major natural disasters, whether the operability and effectiveness of the plan have been tested through drills, and whether the problems and weak links in the emergency plan have been revised and improved. Whether the emergency material reserve (including disaster relief materials, rice, noodles, oil, vegetables, clothing and other living materials for criminals) is sufficient.

2. Investigate the emergency education and actual combat training of police officers, check the construction of emergency teams and the guarantee of materials and equipment, and establish a linkage mechanism with the armed police, public security and other departments to prevent and deal with emergencies.

3. Check whether the prison has established and improved the public opinion monitoring mechanism and network information management mechanism, and whether it can quickly respond to and eliminate the influence of public opinion related to prison.

Three. Requirements for investigation and rectification activities

The investigation and rectification activities should be carried out in accordance with the Prison Law, Several Provisions of the Ministry of Justice on Strengthening Prison Safety Management (Sfa Tong [2009]179) and other laws and regulations and the spirit of the instructions of the relevant documents at higher levels, and comprehensively investigate and rectify the management, law enforcement, education reform, living hygiene, labor reform, warning facilities, technical equipment, team building and team building.

The investigation and rectification activities should be carried out by combining the self-examination of each unit with the supervision of the superior, so as to effectively carry out the investigation and rectification in place and solve the problems in time when found. It is necessary to achieve the "six implementations" of rectification contents, standards, measures, funds, deadlines and responsible persons, and those that can be rectified immediately should be implemented immediately; Temporarily do not have the conditions for remediation, it is necessary to clarify the remediation period, measures and responsible persons; If long-term rectification is needed, plans should be made and implemented step by step. All units should promptly report the problems and rectification to the prison activity office, and the prison should implement computer information management, and record the problems, rectification measures, rectification responsible persons, rectification time limit, rectification results, and organs and departments responsible for supervision. For those who violate the law and discipline, the responsibility of the relevant personnel shall be investigated according to the law and discipline. For those who have system defects, the relevant systems shall be revised, improved or established. For those who have not investigated the potential safety hazards or rectified and solved the potential safety hazards, the responsibility of the relevant responsible persons shall be seriously investigated.

(3) Summarize the improvement stage ()

All units should check whether the potential safety hazards of their own units have been thoroughly investigated and eliminated, whether the weak links have been strengthened, whether the outstanding problems existing in management and law enforcement activities have been solved, and whether the long-term mechanism for potential safety hazards is perfect, and summarize the special investigation and rectification, and report the summary report to the prison activity office before 20 12 1 15.
