Commercial housing delivery must meet several conditions:

1, comprehensive acceptance certificate issued by relevant departments. (Five Certificates, Two Books and Three Tables)

2. Housing delivery permit.

3. The preliminary property management service contract signed with the property management company (or the rules of procedure of the owners' meeting)

4. Three links: (that is, water, electricity and gas)

In particular, it depends on the developer's housing delivery permit. If not, it means that the house does not have the delivery conditions or has not been approved by the relevant departments.

When you hand over the house, prove that the water does not meet the delivery standard. Did you collect evidence then? If there is no evidence that the water is not available, it is necessary to take the house and pay the property fee according to the delivery time agreed in the contract.

If your house can't meet the delivery proof standard and exceeds the delivery time agreed with the developer, you can sue the developer for compensation. The property fee shall be calculated separately and paid according to the time agreed in the contract.
