Can water and electricity be cut off without paying property fees?

Legal analysis: generally speaking, you can't cut off power and water without paying property fees. The providers of water and electricity are water supply companies and power supply bureaus. Only the water supply company and the power supply bureau have the right to terminate the water supply and power supply through legal procedures, and the property enterprise has no right to stop the water supply and power supply to the owners without agreement in the contract.

Forty-first owners should pay the property service fee in accordance with the provisions of the property service contract. Forty-fourth property management area, water supply, power supply, gas supply, heating, communications, cable television and other units should charge the relevant fees to the end users. Where a realty service enterprise accepts the entrustment to collect the fees mentioned in the preceding paragraph, it shall not collect additional fees such as handling fees from the owners.

Sixty-fifth in violation of the property service contract, the owners failed to pay the property service fee, the owners' committee shall urge them to pay within a time limit; If it fails to pay within the time limit, the realty service enterprise may bring a lawsuit to the people's court.
