Regulations of Taian Municipality on the Administration of Fireworks and Firecrackers Discharge

Article 1 In order to protect the public, personal and property safety, improve environmental quality, reduce pollution and promote the construction of civilized city in Tai 'an, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Regulations on the Safety Management of Fireworks and Firecrackers and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the discharge of fireworks and firecrackers and their supervision and management activities within the administrative area of this Municipality.

Fireworks and firecrackers as mentioned in these Regulations refer to fireworks and firecrackers products and civil black powder, pyrotechnics, fuses and other items used for the production of fireworks and firecrackers. Third city and county (city, district) people's government is responsible for the organization and leadership of fireworks and firecrackers and related supervision and management work, establish a joint meeting system, and comprehensively coordinate related major issues.

The public security organ is responsible for the safety management of fireworks and firecrackers.

Safety production supervision and management department is responsible for the safety supervision and management of fireworks production and operation.

Environmental protection, education, urban management (administrative law enforcement), civil affairs, housing and urban and rural construction, transportation, culture, radio, film and television, press and publication, industry and commerce administration (market supervision), meteorology, supply and marketing and other departments shall, according to their respective functions and duties, do a good job in relevant supervision and management. Fourth Township People's governments and sub-district offices shall incorporate the safety management of fireworks and firecrackers into the comprehensive management of social security, strengthen organization, coordination, guidance and supervision, and cooperate with relevant departments to do relevant work.

Residents' committees, villagers' committees, realty service enterprises, owners' autonomous organizations, units and individuals engaged in wedding, funeral and festive services, and hotels and other units that undertake weddings and ceremonies shall cooperate with relevant departments to do a good job in the management and publicity of fireworks and firecrackers, and shall inform and discourage those who set off fireworks and firecrackers in violation of the provisions of this Ordinance. If dissuasion is ineffective, it shall report to the public security organ in time. Article 5 People's governments at all levels and relevant departments, enterprises, institutions and social organizations shall organize and carry out publicity activities on the safe discharge of fireworks and firecrackers, and increase publicity during major festivals and heavily polluted weather.

Schools, kindergartens and other educational institutions shall incorporate the safe discharge of fireworks and firecrackers into the content of safety education, and strengthen the safety discharge education of fireworks and firecrackers for students and minors.

Radio, television, newspapers, internet and other news media should do a good job in the propaganda of fireworks and firecrackers. Article 6 People's governments at all levels shall include the funds for the management of fireworks and firecrackers in the fiscal budget at the corresponding level. Article 7 Fireworks and firecrackers are prohibited in the following areas:

(1) Tai 'an City: to the east of Taohuayuan Road and G3 Expressway, to the west of Boyang Road (including the line extending northward from the intersection of Boyang Road and Bi Xia Street to Tangjiazhuang Village, Liujiazhuang Village, Simayu Village, Shajialing Village, Qijiatan Village and Wangjiazhuang Administrative Village), to the south of Huanshan Road and to the north of Yitianmen Street in High-tech Zone;

(2) Culaishan National Forest Park;

(3) Taishan Scenic Area designated by the Administrative Committee of Taishan Scenic Area; Article 8 Fireworks and firecrackers are prohibited in the following places outside the areas specified in Article 7 of these Regulations:

(a) the office space of organs and institutions;

(2) cultural relics protection units;

(3) Traffic hubs such as stations, docks and airports, expressways, tunnels, overpasses, viaducts (roads), overpasses, underground passages and railway line safety protection zones;

(4) Places where fireworks and firecrackers are produced, managed and stored;

(five) gas stations, liquefied gas supply stations (points), oil depots, important material warehouses and other inflammable and explosive goods production, management and storage units (places) and oil (gas) pipeline safety protection zones;

(6) Safety protection zones for power transmission and transformation facilities such as substations and high-voltage lines;

(seven) medical institutions, kindergartens, schools, pension institutions, welfare homes, etc. ;

(eight) scenic spots, forests, green spaces, parks, nurseries, wetlands, etc. ;

(9) Banks, parking lots (garages), shopping malls, cinemas (theaters), bazaars, public places of entertainment, public cultural facilities (places), places for religious activities and other crowded public places;

(ten) the public corridors, stairs, roofs, sun (cool) platforms of buildings and the construction sites of buildings under construction;

(eleven) other places designated and announced by the people's government of the city or county (city).

In the places listed in the preceding paragraph, the business management unit or the property right unit shall set up warning signs prohibiting the discharge of fireworks and firecrackers, and do a good job in safety tips and prevention. Ninth in the following time, no unit or individual within the administrative area of this Municipality shall set off fireworks and firecrackers, hold fireworks parties and other large-scale fireworks display activities:

(a) the early warning period of heavy pollution weather above yellow;

(2) during the senior high school entrance examination and college entrance examination;

(three) other no-burning time issued by the people's government of the city or county (city) according to law. Tenth in addition to the provisions of this Ordinance seventh, eighth, ninth, other areas, places and time to prohibit the discharge of fireworks and firecrackers by the city, county (city) people's government according to the actual situation, and announced to the public.

We should reasonably adjust the scope of prohibiting fireworks and firecrackers. Eleventh in areas and places where fireworks are prohibited, it is forbidden to produce, operate (store) fireworks.
