Measures of Luoyang Municipality on the Administration of Urban Public Toilets

Article 1 In order to improve the construction and management level of urban public toilets (hereinafter referred to as public toilets) and facilitate the masses, these Measures are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Urban Appearance and Environmental Sanitation and the Measures of Luoyang Municipality on the Administration of Urban Appearance and Environmental Sanitation. Article 2 These Measures shall apply to the planning, construction and management of public toilets in urban built-up areas of this Municipality. Article 3 The term "public toilets" as mentioned in these Measures refers to toilets built and set up on both sides of roads or public places for public use. Fourth city appearance and environmental sanitation administrative department is responsible for the supervision and management of public toilets. The municipal environmental sanitation management institution is specifically responsible for the construction and management of public toilets.

City planning, finance, prices, gardens, public utilities, transportation, industry and commerce, tourism and other administrative departments and patriotic health management institutions shall, in accordance with their respective responsibilities, do a good job in the planning, construction and management of public toilets.

The administrative department of city appearance and environmental sanitation in each city shall, in accordance with the provisions of these measures and the requirements of the administrative department of city appearance and environmental sanitation, do a good job in the supervision and management of public toilets in this area. Article 5 The municipal administrative department of city appearance and environmental sanitation shall, jointly with the municipal administrative department of city planning, prepare a public toilet plan as an important part of the professional planning of city appearance and environmental sanitation, and incorporate it into the city zoning planning and detailed planning. Article 6 Public toilets shall be planned and constructed in the following places:

(a) on both sides of the main road, green (leisure) square, large parking lot;

(two) stations, docks, airports, hotels, restaurants, large and medium-sized markets (shopping malls, supermarkets, bazaars), tourist attractions (spots) and sports, culture, leisure and entertainment places.

The number, location and design standards of public toilets shall conform to the Standard for Setting Urban Environmental Sanitation Facilities (CJJ 27-2005) and the Standard for Design of Urban Public Toilets (CJJ 14-2005).

The municipal government shall compensate and reward the responsible units that implement the task of public toilet construction in strict accordance with the plan. Article 7 No unit or individual may occupy the planned land for public toilets or change its use without authorization. If it is really necessary to adjust the planned land for public toilets, it shall be reported to the competent department of city planning administration for approval. The competent department of city planning administration shall solicit the opinions of the competent department of city appearance and environmental sanitation administration when examining and approving. Eighth public toilets by the municipal and district environmental sanitation management department is responsible for the construction.

Public toilets in green (leisure) squares and state-owned tourist attractions (spots) shall be built by ownership management departments or units; Other operating public toilets in public * * * places shall be built by property units in public * * * places. Ninth lots with large personnel flow and insufficient number of fixed public toilets shall be set by the municipal and district administrative departments of city appearance and environmental sanitation. Tenth public toilets attached to the main project shall be built and delivered at the same time as the main project.

No unit or individual may obstruct or hinder the construction and installation of public toilets according to law. Eleventh after the completion of public toilets, the municipal and district administrative departments of city appearance and environmental sanitation shall participate in the acceptance, and can only be delivered after passing the acceptance.

Public toilets that have passed the acceptance inspection shall not be dismantled, stopped or changed without authorization.

The construction archives of public toilets shall be managed in accordance with the relevant provisions of the state. Twelfth city and district city appearance and environmental sanitation management departments should set up clear and unified signs and signs for the use of public toilet facilities. Thirteenth daily maintenance, sanitation and cleaning of public toilets shall meet the following standards:

(a) all kinds of facilities are complete, intact and clean;

(two) the ground is clean and tidy, and there are no stains and cobwebs on the walls and baffles;

(three) the implementation of water flushing fecal harmless discharge;

(4) There is no excrement accumulation, excrement scar, urine alkali, fly maggots and sundries in the toilet;

(5) Good lighting and ventilation, providing lighting and mechanical ventilation as required;

(six) the water flow is smooth, the feces do not overflow, the septic tank is closed, and the clear water pool has water without sundries;

(seven) timely removal of feces, regular removal of septic tank slag, and immediately dredge the blockage. Fourteenth public toilets should be used in a civilized way, and the following acts are prohibited:

(a) spitting and littering;

(2) Dumping sewage and dirt into urinals, urinals and cesspits;

(3) urinating outside the urinal;

(four) damage to the equipment and facilities of public toilets;

(five) graffiti and posting on the walls and facilities of public toilets;

(six) the public toilet facilities for other purposes;

(seven) other acts that affect the normal use of public toilets. Article 15 Public toilets set in large parking lots, stations, docks, airports, hotels, restaurants, large and medium-sized markets (shopping malls, supermarkets, bazaars), tourist attractions (spots) and business public places such as sports, culture, leisure and entertainment shall be open to the public during the business hours of the places, and no toilet fees shall be charged.

Public toilets other than those specified in the preceding paragraph shall be open to the public all day; The specific opening hours shall be determined and announced by the municipal administrative department of city appearance and environmental sanitation according to the seasonal changes and the location of public toilets. Except for portable public toilets, no toilet fees shall be charged.
