It is legal for the community to collect corridor lights.

According to the provisions of Articles 284th and 285th of General Principles of Civil Law of People's Republic of China (PRC), the owner entrusts the realty service enterprise or other managers to manage the buildings and their ancillary facilities, corridor lights and other community public facilities. Property service enterprises or other managers shall, according to the entrustment of the owners, manage the buildings and their ancillary facilities within the building division according to law, and bear corresponding management responsibilities. Collecting corridor lighting fees is part of the management responsibility of property service enterprises or other managers to ensure the normal operation and maintenance of public facilities in residential areas.
