On the evening of February 13, Zhejiang Housing and Urban-Rural Development Department issued 18 policy measures to fully support the development of real estate development and property service enterprises, construction enterprises and municipal public utilities, fully guarantee the resumption of work and production, and strengthen the "three services" to help enterprises tide over the difficulties.

Specifically, it involves reducing the financial pressure, cost, rent and deposit ratio of real estate development enterprises.

In recent days, Wuxi, xi and other places have also issued documents overnight to introduce relevant support policies for the real estate industry.

I. Supporting real estate development and property service enterprises

1. Relieve the financial pressure of real estate development enterprises. During the epidemic prevention and control period, the pre-sale funds of commercial housing can be used for 20% to 30% of the total expenditure such as project pre-cost, management fee, sales fee and financial fee. Residential projects completed and accepted before June 30, 2020 can be postponed for 3 months to pay residential property warranty money.

2. Strive for preferential policy support for property service enterprises. All localities should actively help property service enterprises involved in epidemic prevention and control to obtain corresponding subsidies from the local government, and strive to enjoy preferential tax policies in accordance with living standards.

Second, support construction enterprises.

3. Support enterprises to properly handle the construction delay. Construction units, construction enterprises and general contracting enterprises can apply the relevant provisions of force majeure in accordance with the law, properly handle the risk of construction delay caused by epidemic prevention and control, and reasonably extend the construction period according to the actual situation.

4. Reduce the financial burden of construction enterprises. Construction enterprises that undertake new business in areas with serious epidemic situation will not charge migrant workers' wage deposit for the time being. Encourage the construction unit to strengthen mutual assistance with construction enterprises and general contracting enterprises, share the loss of shutdown reasonably, increase the proportion of project payment through consultation, and speed up the progress of project payment.

5. Provide timely basis for project cost adjustment. If the price of labor and materials has changed significantly due to epidemic prevention and control, and the corresponding adjustment method is not agreed in the contract, the construction unit, construction enterprise and general contracting enterprise can apply the situation change according to the actual situation, and share the risk reasonably according to the principle of "Basis for Valuation of Construction Projects in Zhejiang Province" (version 20 18), "The price risk of labor and single materials shall be borne by the contractor within 5%, and the excess part shall be borne by the employer". During the period of epidemic prevention and control, the projects that continue to be built can be listed as special funds for epidemic prevention and control in the project cost, and calculated according to the standard of 40 yuan per person per day. Construction project cost management institutions should increase the frequency of collection, calculation and adjustment of labor and material prices, timely release market price information and price warning, and provide a basis for reasonably determining and adjusting the project cost.

Third, support municipal public enterprises.

6. Strive for fiscal and taxation policy support of municipal public enterprises. Water supply, gas supply, domestic sewage treatment, domestic garbage treatment, sanitation and other municipal public enterprises. To ensure the operation of the city, all localities should actively coordinate the financial and taxation departments to implement relevant financial subsidies and tax reduction and exemption policies, and allocate relevant service fees in full and on time. If the construction period of municipal public works is delayed due to epidemic prevention and control, if the contract period of municipal public works expires during epidemic prevention and control, it shall be extended reasonably. Personnel who continuously carry out sanitation operations shall be given corresponding subsidies and rewards in accordance with relevant regulations.

For general enterprise investment and construction projects that need to be started before June 30, 2020, the construction unit can choose to inform and promise to handle relevant examination and approval matters before the start of construction, and the pre-examination of construction drawings will be changed to post-examination

9. Give priority to ensuring the commencement (resumption) of key projects. For construction projects involving epidemic prevention and control, people's livelihood security projects and key projects, priority should be given to ensuring the commencement (resumption of work), giving priority to ensuring the supply of materials and materials, and giving priority to personnel deployment. For other types of projects, help enterprises create conditions to start (resume) work in an orderly manner. Application materials for commencement (resumption of work) can be declared and delivered online through the smart site system. If the safety record is good and meets the conditions for returning to work, the commitment system can be adopted to return to work.

10. Encourage the shed reform project to start (resume work). Priority will be given to shed reform projects that start (resume work) in time and supporting infrastructure investment for affordable housing projects within the central budget. When allocating special funds for central and provincial financial security housing projects, all localities should tilt to the shed reform project in time.

After the real estate development enterprises and brokerage agencies return to work according to regulations, their sales agencies and stores can make one-on-one appointments and sign the contract after implementing the epidemic prevention and control plan. Encourage sales and intermediary business through online sales platforms.

12. Reduce the cost of water and gas for enterprises. All localities should implement the policy of "lowering the price of industrial water and gas 10% for 3 months" in conjunction with the development and reform, finance and other departments. During the epidemic prevention and control period, strictly implement the "non-stop arrears supply" of water and gas for production and operation of enterprises. Within 3 months after the outbreak is lifted, enterprise users will pay back the fees and be exempted from liquidated damages. Enterprises and hospitals that produce key medical materials for epidemic prevention and control as stipulated by the state shall be exempted from exceeding the planned (fixed) water fee and charged according to the gas price of public welfare users. The term is 6 months, starting from February 2020 1 and ending on July 3 1.

13. Reduce the rental cost of housing security. For the public rental housing security objects in the medical, sanitation, public transport, property and other industries involved in epidemic prevention and control, the rent of public rental housing will be reduced or exempted for 1 to 3 months; For those who receive the rental subsidy, the rental subsidy of 1 to 3 months shall be paid according to the local market average rent standard, or the rental subsidy of 1 to 3 months shall be issued additionally; In areas with severe epidemic situation, the time for rent reduction or subsidy payment may be appropriately extended. All localities should guide employers to do a good job in the summary audit of personnel who meet the conditions of compensation reduction and exemption, and do a good job in rent reduction and subsidy payment. Continue to do a good job in housing security for people in need, and give appropriate rent relief to families with financial difficulties.

14. Adjust the housing security policy. From June 5438+0, 2020 to two months after the outbreak was lifted, families who pay the rent of public rental housing overdue will not be treated as overdue and will not be included in their personal credit records. For families who have delayed housing security due to epidemic prevention and control, the rental subsidy corresponding to the standard during the delay period should be reissued. Conditional areas can appropriately expand the scope of public rental housing, include employees who have recently returned to work in the scope of rental social housing in stages, and issue rental subsidies during the epidemic prevention and control period. Appropriate subsidies will be given to the additional expenses such as material procurement and personnel expenses incurred by the property services and operation management units of public rental housing communities due to epidemic prevention and control, and specific policies will be formulated by the local authorities.

15. Reduction or deferment of housing provident fund. Enterprises with operational difficulties affected by the epidemic may apply to reduce the deposit ratio of housing provident fund to below 5% or defer payment, and resume normal deposit after normal operation. Enterprises that can't pay the housing provident fund normally due to the epidemic can pay it back within a certain period of time after the epidemic is lifted, and their employees are regarded as continuous normal deposits.

Six, increase the intensity of "three services"

16. The validity period of enterprise qualified personnel qualification is extended uniformly. The qualifications of real estate development, survey, design, construction, supervision, cost consultation, quality inspection and other enterprises and related personnel approved by the housing and urban-rural construction departments at all levels in the province are valid from June 20 to June 30, 2020, and extended to June 30, 2020.

17. Credit incentives for enterprises contributing to epidemic prevention and control. Enterprises that have contributed during the epidemic prevention and control period are recognized as having good credit information by party committees, governments and relevant departments at or above the county level. When applying for relevant enterprise qualifications approved by the housing and urban-rural construction departments at all levels before the end of 2020, they can be informed and promised to handle them.

18. Strengthen the guidance for enterprises to resume work and production. All localities should organically combine epidemic prevention and control, enterprises' resumption of work and production and deepening the "three services", timely grasp the situation of enterprises' resumption of work and production, and guide and coordinate enterprises to solve the difficulties and problems encountered.
