Chapter III Measures for Energy Conservation Management of Public Institutions in Henan Province

Twentieth people's governments at all levels should encourage public institutions to use new wall materials and energy-saving building materials and energy-saving equipment in new buildings and energy-saving renovation of existing buildings, and install and use renewable energy utilization systems such as solar energy.

Article 21 People's governments at or above the county level shall, jointly with relevant departments, promote the centralized management and use of office buildings in public institutions at the corresponding level, strengthen the centralized integration of office buildings and office facilities and equipment, optimize the allocation, reduce redundant construction, improve utilization efficiency and reduce energy consumption.

Twenty-second public institutions should actively promote e-government, strengthen internal informatization and network construction, implement paperless office, reasonably control the number and scale of meetings, improve and perfect the video conference and network video conference system, and reduce energy consumption.

Twenty-third public institutions should take the following energy-saving measures to strengthen energy management:

(a) to strengthen the management of office electricity, reduce the standby energy consumption of air conditioners, computers, photocopiers and other electrical equipment, shut down electrical equipment in time, and establish a patrol inspection system for electricity consumption;

(two) strictly implement the provisions of the state on indoor temperature control of air conditioners, make full use of natural ventilation, improve the operation management of air conditioners, and improve the energy efficiency level of air conditioners;

(three) central heating buildings should implement household heating metering, according to the heat charge;

(four) to strengthen the operation and management of self-heating system, according to the needs of coal-fired, oil-fired and gas-fired boilers for energy-saving testing and transformation, using advanced technology and equipment to improve energy efficiency;

(five) the elevator system should implement intelligent control, reasonably set the number, floor and time of elevator opening, and strengthen operation adjustment and maintenance;

(6) Office buildings should make full use of natural lighting, use high-efficiency and energy-saving lighting lamps, optimize the design of lighting system, improve circuit control by means of limited time opening and interval lighting, popularize the application of intelligent control devices, and strictly control the external floodlighting and external decorative lighting of buildings;

(seven) the energy consumption of network computer room, canteen, boiling water room, boiler room and other parts should be monitored and managed scientifically, and effective measures should be taken to reduce energy consumption on the basis of ensuring the normal operation of the system.

Twenty-fourth public institutions shall take the following measures to strengthen the management of vehicle energy conservation:

(a) the preparation and management of official vehicles, and strictly control the number of vehicles;

(two) official vehicles should give priority to the use of low energy consumption, low pollution and clean energy vehicles, and strictly implement the vehicle scrapping system;

(3) Formulating a registration system for official vehicles, prohibiting non-official vehicles, and strictly implementing systems such as sealing and stopping official vehicles on holidays, fixed-point refueling and fixed-point maintenance;

(four) strictly implement the vehicle fuel consumption classification control standards, regularly publish the mileage and fuel consumption of bicycles, and implement the bicycle energy consumption accounting and fuel-saving reward system;

(five) actively promote the socialization of official car service, speed up the reform of the use system of shuttle bus, reception car and official car, and encourage staff to travel by public and non-motor vehicles.

Twenty-fifth public institutions should actively promote the application of energy-saving new products and technologies, accelerate the elimination of high-energy-consuming products and equipment, and do a good job in recycling the eliminated products and equipment.

Twenty-sixth public institutions to choose property services companies, should examine their energy-saving management capabilities. Public institutions and realty service enterprises shall specify the objectives and requirements of energy-saving management when concluding realty service contracts.

The realty service enterprise shall take energy-saving management measures in accordance with the stipulations of the realty service contract. Public institutions should take the completion of energy-saving targets as the content of evaluating the service quality of property service enterprises.
