If the owner violates the prohibitive provisions in the Measures for the Administration of Residential Interior Decoration during the decoration process, the correct way for the property management company should be to report it to the relevant administrative department, which will handle it instead of imposing a fine. If the owner's decoration behavior causes damage to the building structure or public facilities in the community, the property management company may, in accordance with the provisions of the General Principles of the Civil Law, require the owner to stop the infringement, and at the same time bear the liability for damages, and pay a certain amount of compensation to repair it, instead of a fine.
