The community should co-ordinate arrangements for community (courtyard) party organizations, grid members, property agents, resident volunteers and other related personnel, and implement special person in charge, special person service and hard control of observers, so as to keep abreast of the dynamics of observers every day. Those who leave the observation place without authorization should be dissuaded in time. Those who do not listen to dissuasion and violate relevant laws and regulations may be assisted by local public security organs to take compulsory isolation measures according to law. At the same time, take the initiative to provide observers with necessary living services such as purchasing daily necessities, delivering meals and handling affairs. To carry out mass prevention and treatment, streets, townships (towns), neighborhood committees and village committees shall assist health administrative departments and medical institutions in collecting and reporting epidemic information, evacuating and isolating personnel, and implementing public health measures. According to the above provisions, the community has the right to take closed measures to ensure the safety of community residents.
