At the same time, Qiannan Prefecture stipulates that it is forbidden to build, rebuild or expand construction projects unrelated to environmental protection and radio telescopes in the core area; Cutting, hunting, reclamation, burning and other activities that damage the environment are prohibited; It is forbidden to dump, pile up, discard or scatter solid waste without authorization, and it is forbidden to dump, scatter or pile up domestic garbage at will.

In order to realize the requirements of the "silent zone", since the foundation laying ceremony of fasting was held on June 26th, 2008, Pingtang County began to transfer land and forest land to 35 villagers' groups in 8 villages in the "silent zone", and provided employment and entrepreneurship training for the people who were about to emigrate, and paid endowment insurance for the people whose land was expropriated.

At present, the villagers who chose centralized resettlement have moved into the saddle resettlement site in Kedu Town and the oil lawn resettlement site in Tangbian Town, Pingtang County, covering an area of 826.2 mu and 333.75 mu respectively. 2,050 people were relocated to achieve employment or employment assistance. The education, medical care and community management facilities in the two resettlement areas are basically perfect.
