Is it reasonable not to pay property fees and keys?

Unreasonable. Official website found that according to Article 944 of the Civil Code of People's Republic of China (PRC), the owner should pay the property fee to the property service provider as agreed. If the owner violates the agreement and fails to pay the property fee, the property service provider can urge him to pay it within a reasonable period of time. It is unreasonable that the owner cannot get the key because he has not paid the property fee, which infringes on the legitimate rights and interests of the owner.
